Of the many and varied documents that have surfaced under the terms of the U.S. government’s Freedom of Information Act, one of the most fascinating is a 33-pages-long report on psychic phenomena titled “Paranormal Phenomena — Briefing on a Net Assessment Study.” Written in January 1973 by P.T. Van Dyke and M.L. Juncosa (of RAND) for the Defense Advanced Research Projects Agency (DARPA), it makes for notable reading. It should be noted that over the years and decades, U.S. military- and intelligence-agencies have (A) tried to use dogs to psychically locate landmines on battlefields; (B) studied out-of-body phenomena; (C) attempted to determine if both animals and people have souls; and (D) studied the possibility of that psychic phenomena can cause heart-attacks. And that’s just the tip of the iceberg. But, now, let’s get back to that “Paranormal Phenomena — Briefing on a Net Assessment Study.”

Without doubt, the most intriguing section of the document is the one that is titled Possible Military Applications. The section is split into four different parts. The first is titled “Long- and Short-Distance Information Transfer.” It states: “For a variety of reasons, including apparent violations of some basic principles of communication theory, the probability of long-distance telepathic communication being confirmed as a real phenomenon appears rather low; however, these considerations may not apply with equal force to the possibility of short-range information transfer by telepathic means (of the order of a few meters). It should be noted, though, that long-distance telepathic phenomena occupy a paramount place in modern experimental research, but that their confirmation and theoretical explanation would require a modification of known laws of physics.”

The second part goes by the heading of “Equipment Control and System Damage.” It provides the following: “It would not be conceptually difficult, for example, to imagine the utility of psychokinesis (if feasible) in disrupting the electrical systems associated with an ICBM’s guidance program.” This is particularly intriguing as,  in some ways, it ties in with some of the incredible claims that have been made concerning how, in decades past, UFOs have been able to disable ICBMs and affect nuclear-missile-launch facilities. Now, let’s move on.

Part-three has an eye-opening title: “Man-Machine Interactions.” We are told that, “These entail an application of both telepathy and psychokinesis to produce a quasi-symbiotic relationship between man and, say, computing equipment on a more intimate basis than is presently feasible.” Although I don’t buy into the story that the late Philip J. Corso presented in his 1997 book, The Day After Roswell, he certainly addressed this matter: “Were all of this to be true, could it not be argued that the silicon wafers we recovered from Roswell were the real masters and space travelers and the EBE creatures their hosts or servants? Once implanted successfully on Earth, our culture having reached a point of readiness through its development of the first digital computers, would not the natural development stream, starting from the invention of the transistor, have carried us to the point where we achieve a symbiotic relationship [italics mine] with the silicon material that carries our data and enables us to become more creative and successful?”

“Body Control and Healing” is the title of part-four. In relation to those “possible military applications,” Van Dyke and Juncosa said: “One may envision an application of both autogenic phenomena (voluntary control of the autonomic nervous system) and what is traditionally known as ‘faith healing’ to battlefield injuries. There is, in fact, some evidence that certain individuals may accelerate organic healing processes through various psychosomatic effects. The ability to resist normally intolerable conditions, such as torture or brainwashing in captivity, might be another application of these phenomena.”

The conclusions were driven by the concerns that the Soviets might have gotten ahead of the U.S. The “general conclusions” of Van Dyke and Juncosa were as follows: “Over forty years of research in the United States have failed to significantly advance our understanding of paranormal phenomena; in several areas, U.S. research is beginning to track Soviet research; there is much Soviet interest in U.S. work, especially in possible military-oriented research; visible U.S. and Soviet levels of effort appear roughly equal;  there is some evidence of Soviet government funding of certain areas of research; published information on Soviet experimental design and analysis tends to be vague and incomplete; Soviet research is much more oriented toward biological and physical theorizing than is U.S. research; if paranormal phenomena do exist, the thrust of Soviet research appears more likely to lead to explanation, control, and application than is U.S. research.

I’ve written a few articles over the course of the past week, and into this week, on the matter of what have rapidly become known as “simulated UFO abductions.” The theory is that these “abductions” – primarily in the 1950s onward – were not the work of aliens, but the work of intelligence agencies, possibly to determine how easy (or difficult) it might be to fabricate an alien encounter. After all, if you can hoax an E.T. incident then maybe you can fabricate something amazing on the battlefield and, in the process, freak out the enemy. In that sense, perhaps the abductions amounted to forerunners of bigger, far grander plans. We’re talking about the likes of the CIA’s controversial MKULTRA “mind-control” program. One person who read my article of December 23 asked if agencies, in the 1950s, had the ability to pull something like this off – and to do so 100 percent successfully. The guy asked: “Didn’t the CIA’s MKultra not start til early-middle 50s? Would they have time [to pull such a thing off]?” Well, yes, that’s a very good point. But, it’s a lesser known fact that the CIA’s mind-control ops actually kicked off at the very start of the 1950s. Also, further programs, run by other agencies, began back in the 1940s! Let’s see what history tells us all about that.

It was during August 1977 that The Senate MKULTRA Hearings were organized by what became known as the Senate Select Committee on Intelligence and the Committee on Human Resources. It turns out that as the committee dug deeper it found that there were similar programs which predated MKUltra. They were Artichoke and Bluebird. The Committee revealed what it had uncovered: “The earliest of the CIA’s major programs involving the use of chemical and biological agents, Project Bluebird, was approved by the Director in 1950. Its objectives were: (a) discovering means of conditioning personnel to prevent unauthorized extraction of information from them by known means, (b) investigating the possibility of control of an individual by application of special interrogation techniques, (c) memory enhancement, and (d) establishing defensive means for preventing hostile control of Agency personnel.”

As for Artichoke, there are these words for the committee: “As a result of interrogations conducted overseas during the project, another goal was added – the evaluation of offensive uses of unconventional interrogation techniques, including hypnosis and drugs. In August 1951, the project was renamed Artichoke. Project Artichoke included in-house experiments on interrogation techniques, conducted ‘under medical and security controls which would ensure that no damage was done to individuals who volunteer for the experiments. Overseas interrogations utilizing a combination of sodium pentothal and hypnosis after physical and psychiatric examinations of the subjects were also part of Artichoke. Information about Project Artichoke after the fall of 1953 is scarce. The CIA maintains that the project ended in 1956, but evidence suggests that Office of Security and Office of Medical Services use of ‘special interrogation’ techniques continued for several years thereafter.”

A special procedure, designated MKDelta, was established to govern the use of MKUltra materials when specifically utilized in overseas operations. Such materials were used on a number of occasions. According to the Committee: “Because MKUltra records were destroyed, it is impossible to reconstruct the operational use of MKUltra materials by the CIA overseas; it has been determined that the use of these materials abroad began in 1953, and possibly as early as 1950.” The Committee revealed more on MKDelta: “Drugs were used primarily as an aid to interrogations, but MKUltra/MKDelta materials were also used for harassment, discrediting, or disabling purposes. According to an Inspector General Survey of the Technical Services Division of the CIA in 1957 – an inspection which did not discover the MKUltra project involving the surreptitious administration of LSD to unwitting, non-volunteer subjects – the CIA had developed six drugs for operational use and they had been used in six different operations on a total of thirty-three subjects. By 1963 the number of operations and subjects had increased substantially.”

The Committee discovered that the U.S. Army had been working on such programs, too. In its 1977 report, the Committee revealed the following: “There were three major phases in the Army’s testing of LSD. In the first, LSD was administered to more than 1,000 American soldiers who volunteered to be subjects in chemical warfare experiments. In the second phase, Material Testing Program EA 1729, 95 volunteers received LSD in clinical experiments designed to evaluate potential intelligence uses of the drug. In the third phase, Projects Third Chance and Derby Hat, 16 unwitting non-volunteer subjects were interrogated after receiving LSD as part of operational field tests.”

Moving on, there is what the committee learned about an operation called Chatter: “Project Chatter was a Navy program that began in the fall of 1947. Responding to reports of amazing results achieved by the Soviets in using truth drugs, the program focused on the identification and the testing of such drugs for use in interrogations and in the recruitment of agents. The research included laboratory experiments on animals and human subjects involving Anabasis aphylla, scopolamine, and mescaline in order to determine their speech-inducing qualities. Overseas experiments were conducted as part of the project. The project expanded substantially during the Korean War, and ended shortly after the war, in 1953.”

MKNaomi was yet another operation on which the committee found a lot. It was designed: (a) To provide for a covert support base to meet clandestine operational requirements; (b) To stockpile severely incapacitating and lethal materials for the specific use of TSD [Technical Services Division]; (c) To maintain in operational readiness special and unique items for the dissemination of biological and chemical materials; (d) To provide for the required surveillance, testing, upgrading, and evaluation of materials and items in order to assure absence of defects and complete predictability of results to be expected under operational conditions.”

Under an agreement reached with the Army in 1952, the Special Operations Division (SOD) at Fort Detrick was to assist CIA in developing, testing, and maintaining biological agents and delivery systems – some of which were directly related to mind-control experimentation. By this agreement, the CIA finally acquired the knowledge, skill, and facilities of the Army to develop biological weapons specifically suited for CIA use. The Committee also noted: “SOD developed darts coated with biological agents and pills containing several different biological agents which could remain potent for weeks or months. SOD developed a special gun for firing darts coated with a chemical which could allow CIA agents to incapacitate a guard dog, enter an installation secretly, and return the dog to consciousness when leaving. SOD scientists were unable to develop a similar incapacitant [sic] for humans. SOD also physically transferred to CIA personnel biological agents in ‘bulk’ form, and delivery devices, including some containing biological agents.”

In addition to the CIA’s interest in using biological weapons and mind-control against humans, it also asked SOD to study use of biological agents against crops and animals. In its 1967 memorandum, the CIA stated: “Three methods and systems for carrying out a covert attack against crops and causing severe crop loss have been developed and evaluated under field conditions. This was accomplished in anticipation of a requirement which was later developed but was subsequently scrubbed just prior to putting into action.”

The Committee concluded with respect to MKNaomi that the project was “…terminated in 1970. On November 25, 1969, President Nixon renounced the use of any form of biological weapons that kill or incapacitate and ordered the disposal of existing stocks of bacteriological weapons. On February 14, 1970, the President clarified the extent of his earlier order and indicated that toxins – chemicals that are not living organisms but are produced by living organisms – were considered biological weapons subject to his previous directive and were to be destroyed. Although instructed to relinquish control of material held for the CIA by SOD, a CIA scientist acquired approximately 11 grams of shellfish toxin from SOD personnel at Fort Detrick which were stored in a little-used CIA laboratory where it went undetected for five years.”

Given that Project Chatter was quietly created way back in 1947, it’s not at all impossible that by the mid-to-late 1950s those “simulated UFO abductions” couldn’t have been working very well and convincing people they had been abducted when they weren’t – or, at least, not by extraterrestrials.

Throughout history, the field of ufology and the examination of the extraterrestrial hypothesis has, without a doubt, been overcome with a plethora of disinformation. Those who have dived into the depths of ufology know this best, as it’s well documented that ‘outsiders’ from intelligence agencies and governments have infiltrated the field for the purposes of deceiving researchers and people who are interested in the topic for one simple reason, to keep them away from the truth. On top of these disinformation campaigns, which still seem to be in operation today, there has long been an “official campaign of ridicule and secrecy” (Roscoe Hillenkoetter, Ex CIA director)  associated with the subject. This is why I encourage all those reading who dive into this subject to stick with facts, data, and evidence rather than entertain what seem to be outlandish claims that in no way, at all, can be verified.

I’d like to draw your attention to Dr. Jacques Vallee, who holds a master’s degree in astrophysics and a Ph.D. in computer science. The subject of UFOs first attracted his attention as an astronomer in Paris. He subsequently became a close associate of Project Blue Book’s J. Allen Hynek and has written several books on the UFO enigma. He is currently a venture capitalist living in San Francisco. Vallée co-developed the first computerized map of Mars for NASA in 1963. He later worked on the network information center for the ARPANET, a precursor to the modern Internet, as a staff engineer of SRI International’s Augmentation Research Center under Douglas Engelbart.

He’s a researcher that’s had a very interesting life, to say the least, with regards to researching the topic of UFOs. He’s come into contact with and had meetings with most experts in the field, politicians from around the world, high ranking military personnel and much more. His journey into the subject has led him to investigate an uncountable amount of case reports regarding UFOs and supposed extraterrestrial beings, and he’s been a major player with regards to bringing the mainstream scientific community forward to look at the evidence and data that’s involved with such a serious subject, that, in his time, was largely ridiculed. He is an important reason why the phenomenon has gained as much credibility as it has today.

Valle is one of many who have written about and documented the startling evidence that well-constructed hoaxes and media manipulations have misled UFO researchers, diverting them from the UFO phenomenon itself, what’s really going on.

In one of his latest books, Forbidden Science 4, he shares a record of his private study into unexplained phenomena between 1990 and the end of the millennium, during which he was traveling around the global pursuing his professional work as a high-technology investor. It’s a bit of a diary, documenting his experiences and encounters/meetings as he tries to examine and explore the phenomenon.

In an entry dated Thursday 26 March 1992, Valle writes:

I have secured a document confirming that the CIA simulated UFO abductions in Latin America (Brazil and Argentina) as psychological warfare experiments.

Reading this line from his book triggered me back to earlier in his book when he mentions one of many conversations he’s had with Ron Blackburn.

On Monday 16 April 1990, he writes:

Over lunch again with Colonel Ron Blackburn (Air Force) at the Gatehouse in Palo Alto he revealed that the “Secret Onion” group started in 1985 in the classified tank located in his basement at the Lockheed Skunk Works. Colonel John Alexander had brought him a list of the people in the inner circle. They divided the world into layers of concentric trust and ability. John introduced Blackburn to Ed Dames. Blackburn and I have a firmed up our plants to ravel to New Mexico on May 4th, up the high mesa – supposedly to meet some Aliens.

It’s interesting to note that Colonel John Alexander army writes about Blackburn in his book, “UFOs, myths, conspiracies and realities.”

Among the people I met was Dr. Ron Blackburn, a retired U.S. Air Force lieutenant colonel who was then working at the Lockheed Skunk Works in Burbank. It was Blackburn who first asked me if I had ever heard of the infamous Area 51. In the early 1980s, this facility was still not widely known inside the military, let alone the general public, even though it had been functional for decades…Among areas of common interest between Blackburn and me were UFOs. We discussed many possibilities related to who might be in charge of UFO research. We both thought that there was some organization, probably within the U.S. Air Force, which had the responsibility. But we acknowledged that whoever had the ball, there must be a an interagency effort as well. Our assumption was that somebody must be in charge, and we were well aware of all the prevailing stories and rumours. Roswell, we assumed, was a real UFO event.

Fast forward to Friday, May 4th, 1990, Valle writes about Blackburn:

“I’m convinced the government is working on UFOs,” he told me. “What are the chances some witnesses are being fooled by special effects developed by psychological warfare?” I countered. Thinking of cases like Bentwaters in the UK or Cergy-Pontoise in France. “They’re pretty good,” he admitted. “Suppose you shine a week infrared laser into people’s eyes; it won’t hurt them but may induce a hallucinatory state. Experiments have been done where you send a microwave beam through someone’s brain; you pick up the transmitted energy pattern. You can influence people this way, even make them hear things. Holograms have been used too,”

fIt’s interesting to note the conversation Valle had with Blackburn in 1990, and then in 1992 writes that he had received a document that the CIA had been involved with staging UFO (alien abductions). Combine this information with Blackburn mentioning that holograms have been used, and technology exists to produce “hallucinatory” states.

This is just one of many examples and pieces of evidence many researchers in the field point to suggesting that there are staged abductions happening for reasons unknown, and that it’s continuing today.  It’s not surprising either if you’ve ventured down the road of CIA mind controlled tactics, programs like MK ultra and their desire to manipulate the perception of the masses with regards to various topics. It’s not surprising if you’ve looked into the black budget world, a world that’s far more advanced that the mainstream world with regards to technology.

Dr. David Jacobs, a retired university professor, is one of many experts who has hypnotically regressed people who claim to have had ET abduction experiences. After thousands of people, they all share the same story. Many filled with forced impregnation, and ‘hybrid’ children, among other things. Could many of these forced abduction experiments simply be deep black projects that are being conducted by rogue government agencies? Now we know that yes, many of them could be. Are all of them? There are stories floating around out there without much evidence, like the idea that Eisenhower made a deal with certain extraterrestrial groups, that they could abduct a certain amount of humans for the exchange of technology. Based on the idea that that forced abductions may be military operations, this supposed meeting is called into question.

Valle writes of Jacobs in his book:

I am trying to read Jacob’s Secret Life.’ The author appears obsessed with what he views as a massive Alien invasion, his analysis is no longer balanced.

This may explain why there is a whole array of people who claim to have had experience with beings from somewhere else, but these experiences did not involve forced abductions, but rather, simple contact experiences. Remember, the key nuance here is we’re talking about human and ET contact, vs forced abductions which are often quite aggressive or terrifying for people.

I’ve been in this field for more than a decade now and the more I learn, the more I have to unlearn and consider other possibilities. I wrote that article being aware that many abduction cases could be military operations, but I did not mention it. I’ve come across the work of many who have interviewed abductees and, from their experiences, there also seems to be a military component as well, or a feeling of military personnel appearing as ‘Aliens.’

How Deep Does The Misinformation Go?

Richard Doty is also mentioned multiple times in Valle’s book. He is a retired Air Force Special investigations officer (AFSIO), and his job was to spread disinformation about the UFO subject during his time with the Air Force. Spreading disinformation about the reality of UFOs is no secret, and in Doty’s case, he admitted to infiltrating UFO circles along with his colleagues to feed ufologists and journalists lies and half truths so that they would never understand any real truth.

So, as you can see, this type of narrative has many interesting sources. You can read more about Doty and watch an interview with him here.

Regardless, There Is Something Going On Here

Valle, and all others in this field are quite aware that something real is going on, and something quite possibility extraterrestrial and inter-dimensional. This article is not meant to shed doubt on the phenomenon itself as well as the extraterrestrial hypothesis. Credible information with regards to sightings, crash retrieval, and possible bodies and contact experiences with ‘aliens’ are out there and can be examined. That being said, there is obviously a lot of disinformation out there as well, ridiculous claims as well as charlatans who are in the field spreading lies and fake stories for the purposes of making money, or perhaps to do what Doty was once tasked with, to spread disinformation, are out there.

With all that being said, the fact remains that:

There is a serious possibility that we are being visited and have been visited for many years by people from outer space, from other civilizations….This should be the subject of rigorous scientific investigation and not the subject of ‘rubishing’ by tabloid newspapers.

In one of his latest books, Forbidden Science 4, he shares a record of his private study into unexplained phenomena between 1990 and the end of the millennium, during which he was traveling around the global pursuing his professional work as a high-technology investor. It’s a bit of a diary, documenting his experiences and encounters/meetings as he tries to examine and explore the phenomenon.

In an entry dated Thursday 26 March 1992, Vallee writes:

I have secured a document confirming that the CIA simulated UFO abductions in Latin America (Brazil and Argentina) as psychological warfare experiments.

Reading this line from his book triggered me back to earlier in his book when he mentions one of many conversations he’s had with Ron Blackburn.

On Monday 16 April 1990, he writes:

Over lunch again with Colonel Ron Blackburn (Air Force) at the Gatehouse in Palo Alto he revealed that the “Secret Onion” group started in 1985 in the classified tank located in his basement at the Lockheed Skunk Works. Colonel John Alexander had brought him a list of the people in the inner circle. They divided the world into layers of concentric trust and ability. John introduced Blackburn to Ed Dames. Blackburn and I have a firmed up our plants to ravel to New Mexico on May 4th, up the high mesa – supposedly to meet some Aliens.

It’s interesting to note that Colonel John Alexander army writes about Blackburn in his book, “UFOs, myths, conspiracies and realities.”

Among the people I met was Dr. Ron Blackburn, a retired U.S. Air Force lieutenant colonel who was then working at the Lockheed Skunk Works in Burbank. It was Blackburn who first asked me if I had ever heard of the infamous Area 51. In the early 1980s, this facility was still not widely known inside the military, let alone the general public, even though it had been functional for decades…Among areas of common interest between Blackburn and me were UFOs. We discussed many possibilities related to who might be in charge of UFO research. We both thought that there was some organization, probably within the U.S. Air Force, which had the responsibility. But we acknowledged that whoever had the ball, there must be a an interagency effort as well. Our assumption was that somebody must be in charge, and we were well aware of all the prevailing stories and rumours. Roswell, we assumed, was a real UFO event.

Fast forward to Friday, May 4th, 1990, Vallee writes about Blackburn:

“I’m convinced the government is working on UFOs,” he told me. “What are the chances some witnesses are being fooled by special effects developed by psychological warfare?” I countered. Thinking of cases like Bentwaters in the UK or Cergy-Pontoise in France. “They’re pretty good,” he admitted. “Suppose you shine a week infrared laser into people’s eyes; it won’t hurt them but may induce a hallucinatory state. Experiments have been done where you send a microwave beam through someone’s brain; you pick up the transmitted energy pattern. You can influence people this way, even make them hear things. Holograms have been used too,”

fIt’s interesting to note the conversation Valle had with Blackburn in 1990, and then in 1992 writes that he had received a document that the CIA had been involved with staging UFO (alien abductions). Combine this information with Blackburn mentioning that holograms have been used, and technology exists to produce “hallucinatory” states.

This is just one of many examples and pieces of evidence many researchers in the field point to suggesting that there are staged abductions happening for reasons unknown, and that it’s continuing today.  It’s not surprising either if you’ve ventured down the road of CIA mind controlled tactics, programs like MK ultra and their desire to manipulate the perception of the masses with regards to various topics. It’s not surprising if you’ve looked into the black budget world, a world that’s far more advanced that the mainstream world with regards to technology.

Dr. David Jacobs, a retired university professor, is one of many experts who has hypnotically regressed people who claim to have had ET abduction experiences. After thousands of people, they all share the same story. Many filled with forced impregnation, and ‘hybrid’ children, among other things. Could many of these forced abduction experiments simply be deep black projects that are being conducted by rogue government agencies? Now we know that yes, many of them could be. Are all of them? There are stories floating around out there without much evidence, like the idea that Eisenhower made a deal with certain extraterrestrial groups, that they could abduct a certain amount of humans for the exchange of technology. Based on the idea that that forced abductions may be military operations, this supposed meeting is called into question.

Vallee writes of Jacobs in his book:

I am trying to read Jacob’s Secret Life.’ The author appears obsessed with what he views as a massive Alien invasion, his analysis is no longer balanced.

This may explain why there is a whole array of people who claim to have had experience with beings from somewhere else, but these experiences did not involve forced abductions, but rather, simple contact experiences. Remember, the key nuance here is we’re talking about human and ET contact, vs forced abductions which are often quite aggressive or terrifying for people.

I’ve been in this field for more than a decade now and the more I learn, the more I have to unlearn and consider other possibilities. I wrote that article being aware that many abduction cases could be military operations, but I did not mention it. I’ve come across the work of many who have interviewed abductees and, from their experiences, there also seems to be a military component as well, or a feeling of military personnel appearing as ‘Aliens.’

How Deep Does The Misinformation Go?

Richard Doty is also mentioned multiple times in Valle’s book. He is a retired Air Force Special investigations officer (AFSIO), and his job was to spread disinformation about the UFO subject during his time with the Air Force. Spreading disinformation about the reality of UFOs is no secret, and in Doty’s case, he admitted to infiltrating UFO circles along with his colleagues to feed ufologists and journalists lies and half truths so that they would never understand any real truth.

So, as you can see, this type of narrative has many interesting sources. You can read more about Doty and watch an interview with him here.

Regardless, There Is Something Going On Here

Valle, and all others in this field are quite aware that something real is going on, and something quite possibility extraterrestrial and inter-dimensional. This article is not meant to shed doubt on the phenomenon itself as well as the extraterrestrial hypothesis. Credible information with regards to sightings, crash retrieval, and possible bodies and contact experiences with ‘aliens’ are out there and can be examined. That being said, there is obviously a lot of disinformation out there as well, ridiculous claims as well as charlatans who are in the field spreading lies and fake stories for the purposes of making money, or perhaps to do what Doty was once tasked with, to spread disinformation, are out there.

With all that being said, the fact remains that:

There is a serious possibility that we are being visited and have been visited for many years by people from outer space, from other civilizations….This should be the subject of rigorous scientific investigation and not the subject of ‘rubishing’ by tabloid newspapers.

Deep Underground Facilities in Antarctica Were Used by the Secret Space Program

COAST TO COAST AM – Michael Salla spoke about what he learned during his conversation with whistleblower William Tompkins, who helped in the covert distribution of data for U.S. Naval Intelligence during World War II. Tompkins revealed there were two secret space programs.

Dr. Michael Salla is a pioneer in the development of exopolitics. He is the author of several books that include Kennedy’s Last Stand (2013) and Galactic Diplomacy (2013). Dr. Salla was an Assistant Professor/ Researcher in Residence in the School of International Service, American University from 1996-2004. He has a Ph.D. in Government from the University of Queensland, Australia.

He is also the Founder of the Exopolitics Institute, a non-profit organization that analyzes the political implications of the extraterrestrial presence. Marine in the Secret Space Program Speaks Out

From Gaia “Randy Cramer’s life experiences are either incredible or absurd. He reports that he spent 20 years as a Marine in the U.S. Secret Space Program (SSP). His tour of duty took him first to an elaborate, secret, fully-equipped base on the moon.

Then, he went to Mars where he spent 17 years at a military base. After a major loss of human lives during a battle between the military forces and native people of Mars, he was deployed back to the moon where he spent his final three years as a military pilot.

He tells his story with vivid and captivating detail. Randy Cramer: Space Traveler and Mars Colonist Randy Cramer, who initially told his story under the pseudonym “Captain Kaye,” says he was only four years old when he began training for the SSP through a program called Project Moon Shadow.

He was one of approximately 300 girls and boys who were “covertly drafted” to participate in the program. Girls comprised only 20 percent of the group, a male/female ratio that remained consistent during his entire 20 years with the SSP. Cramer recalls that during his childhood, he would be taken from his bed at night.

Even though he would be gone for days or even weeks, he would be returned to his bed and travel back in time to when he was taken. He would wake up as though no time had passed, feeling like he had just had a really, really long dream.”

The question of whether or not we are alone in the universe has hung over us for a surprisingly long time. Since pretty much the point when we became aware of other planetary bodies and something other than this earth we stand on we have contemplated it and looked to the sky to wonder on it. One of the first targets of this fascination with the worlds beyond our own was the moon, already long the focal point of myth and legend, and it is here where an intriguing and odd history of aliens and proposed space travel unfolds in a very weird sequence of historical oddities.

Back in the 17th century the thought of actually traveling to space was so beyond us that it wasn’t even really science fiction yet, or even a thing at all. We simply did not understand the planets and space in general enough to even fully comprehend it at the time, although there were more and more discoveries being made all of the time, notably those of Galileo and his newfangled telescope. It was at around this time that a man named John Wilkins would be born in 1614, and his childhood obsession with the voyages of great explorers such as Christopher Columbus, Francis Drake, and Ferdinand Magellan would shape what he was to become later in life.

Wilkins would go on to complete his studies at Oxford in both theology and natural philosophy, also studying at Cambridge, and he had shown a lifelong fascination with the field of astronomy, which was still very much in its infancy at the time. He would achieve quite a good amount of respect and high standing, later even marrying the sister of self-styled Lord Protector of the Commonwealth of England, Scotland, and Ireland, Oliver Cromwell. He had also become a full-fledged vicar and clergyman, an interesting but not uncommon at the time matching of religion and science, and would be one of the founding members of the the Royal Society, as well as Master of Trinity College, Cambridge, gaining great prominence as a natural philosopher and author.

Wilkins was, in short, one of the most highly regarded intellectuals and academics of his time, and in this capacity he made quite a few groundbreaking propositions. Among his many wild ideas were that a universal language should be instated amongst the world’s scientists, a universal system of weights and measurements should be used, and a revolutionary way to record time accurately by use of a system of pendulums. Some of these ideas were quite groundbreaking and forward thinking, such as the standard system of length and weight that predated the metric system by over a hundred years. He was also responsible for all manner of strange and ingenious inventions, but perhaps his most out there achievements sat firmly with his longtime fascination with space and the life that he believed was out there within it.

Wilkins believed that not only did other living creatures inhabit the moon and beyond, but that it was possible to create flying machines that were capable of reaching these places, in an age when this had been previously not even a thing. These were heady, revolutionary concepts at the time, but this did not stop Wilkins from penning sophisticated and in-depth treatises on his ideas entitled The Discovery of a World in the Moone in 1638, and A Discourse Concerning A New Planet in 1640. Some of his wild ideas on the properties of the moon were fascinating and well ahead of their time, many of them quite accurate in retrospect, such as that the moon created no light of its own, but rather merely reflected the sun’s light, and that it was constantly hit by meteorites that left impact craters and orbited Earth in the same way that the Earth orbits the sun. In fact, Wilkins was describing how bodies orbit each other and stay aloft long before Isaac Newton was contemplating such things. Of course he was wrong about quite a few things, such as erroneously concluding that the moon had its own atmosphere, but for the era his predictions were extraordinary.

Not only this, but he also believed that trade could actually be established with these proposed beings, and his first target was the moon and its inhabitants, which he called “Selenites,” and with who he seriously began plans to establish trade with. To this end he began drawing out plans for a flying ship to reach it, very much like a sailing vessel in basic design, but with wings instead of sails. In Wilkins’ opinion, the craft could be outfitted with feathered wings and powered by a combustion engine, which would by his (unfortunately wrong) calculations manage to escape Earth’s gravity, which he viewed as merely a type of magnetism. For this planned mission, Wilkins made no plans to provide food rations for passengers, as he was convinced that a zero gravity environment would not generate hunger, and he also did not account for any oxygen that would be needed by these early astronauts, as it was thought they would be able to breathe up there just fine, with him writing, “space travelers would soon grow accustomed to the purer air breathed by angels who inhabit the vast space between planets.” Looking back with what we know now it all seems kind of silly, but Wilkins was very serious about building this craft, and went about drawing up plans with fellow astronomer Robert Hooke, with all of the enthusiasm of two little kids making a boat out of a mattress to take them around the world. It is extraordinary, as remember that this was an age when vehicles like cars and airplanes were not even on our radar yet, not to be invented for hundreds of years.

Unfortunately for these two complete and utter early space geeks, reality began to set in before they could get their death trap off the ground. With new discoveries in the nature of vacuum and magnetism, Wilkins realized that gravity and magnetism were different, and that his calculations were therefore way off. It occurred to both Wilkins and Hooke that this whole space travel thing wasn’t going to be as easy, or cheap, as they had thought, and that the technology to do so simply wasn’t feasible yet. They would both go on to other work, and Wilkins would pass away in 1672 at the age of 58, having never realized his dream of trading with those lunar aliens or of even getting to space period. Yet although Wilkins ultimately failed he is still one of the first pioneers of the field of space travel, and one of the first to seriously contemplate how to achieve it, giving him a place in history as a great daydreamer and innovator.

Despite the fact that Wilkins’ ideas on space travel and trade with aliens on the moon were dashed, the idea that there were indeed living beings on the moon endured, and that brings us up into the 1800s, when in 1835 there appeared a series of six articles in the New York Sun newspaper, authored by a “Dr. Andrew Grant,” which were fantastical to say the least. The articles claimed that the great astronomer Sir John Herschel had discovered concrete proof of life on the moon, which was apparently not only inhabited, but absolutely teeming with life. The articles, supposedly reprinted from a publication called The Edinburgh Journal of Science, claimed that all manner of incredible animals and entities had been discovered on the moon, as well as lush vegetation, oceans, forests, and rushing rivers and even an intelligent civilization of bat-like flying humanoids.

When the series of articles appeared the populace was spellbound, with everyone looking up at the moon and imagining what wonders were up there, and even such imminent scientific establishments as Yale University were lured in by it all, but, as you must no doubt have surmised by now, it was all hogwash. Grant was a completely fictitious character, and the whole thing had been merely a satire of ideas on life on the moon and publicity stunt to increase sales conjured up by Sun reporter Richard Adams Locke. Even Herschel had had no idea about his name being used for such a stunt, although he at first reportedly found it very amusing. What has gone on to be called “The Great Moon Hoax” had other ramifications, such as many people refusing to believe that it was a hoax even after the paper admitted it, citing conspiracies, as well as none other than Edgar Allen Poe accusing the paper of plagiarizing his work The Unparalleled Adventure of One Hans Pfaall.

ARE THERE REALLY ALIENS AT AREA 51?

Area 51 is a region of the southern Nevada desert owned and operated by the US Air Force, within their larger Nellis Air Force Base and Nevada Test Site, a huge swath of land stretching from the Indian Springs Auxiliary Field to the Tonopah Test Range. Just a few hours from Las Vegas, this site has entered conspiracy theory and general cultural folklore as an alleged secret containment area for the US government to house either extraterrestrials, captured extraterrestrial spaceships, reverse-engineered technology from aliens, or some mixture of related alien spookery.

Area 51 shares this honor with other sites maintained by the US government in the American southwest, to wit Roswell Army Air Field in Roswell, New Mexico, and more recently, a supposed Dulce Base in Dulce, New Mexico. All three of these sites have been the focus of theories about the US government hiding evidence of aliens and their ships there. We’ll get into the give-and-take of theory and fact on all three of these sites, because even if we don’t find flying saucers, the answers are pretty mind-blowing anyway!

In any case, Area 51 is a site related to the US military and a matter of national security, so aliens or not, the USAF tends to keep mum about what exactly they do there. Area 51 is at least part of a secrecy designation of some sort, official or unofficial. This fans the flames of conspiracy theories, of course.

THE 2019 AREA 51 MEME

In July of 2019, Area 51 suddenly spiked in popularity again when a Facebook event titled “Storm Area 51, They Can’t Stop All of Us” proposed a mass charge on foot by the general public to raid the Area 51 facility and discover once and for all whether it is housing any aliens. The original poster, Matty Roberts in California, later recanted that the post was just a joke. But despite this, the meme went viral, with some 3 million people signing up. Even a number of celebrities weighed in, including Elon Musk, which is the threshold for crazy ideas reaching critical mass on the Internet.

For the record, the USAF has released a statement saying the facility will be protected from a mass raid like any military base would. And yes, indeed, the world’s largest and most expensive military force can “stop all of you” with some ammo to spare if it comes to that, although the most likely outcome of a civilian breech is getting arrested by the Lincoln County Sheriff.

But let’s back up here: First off, is Area 51 really worth storming at all?

WHAT WE CAN CONFIRM ABOUT AREA 51

Area 51, and the surrounding Nellis Air Force Base and Nevada Test Site, has a history going back to the Cold War. It started out being used as a testing grounds for nuclear weapons, and yes, we mean the kind that make mushroom clouds. Along with being such a remote location handy to test bombs, the flat, virtually featureless desert of Nevada also makes a good airport location, so they threw in the air force base too.

Now, when you have a remote airport where you’re already keeping off-limits because it’s a nuclear test range, it’s also a handy place to fly something when you need a little privacy. And that, it turns out, is exactly what was going on when a 2013 declassified documentrevealed that Area 51 was a testing site for US spy planes, including the U-2 and OXCART aerial surveillance programs. Beyond that, the area has served as a proving ground for numerous Lockheed craft, and nearby Tonopah Test Range has served as a reverse-engineering arena for captured foreign aircraft. Yes, we do this! Over the years whenever US armed forces get their mitts on aircraft from another country, particularly from less-than-friendly neighbors, they take it out to Tonopah to see what she can do. Some of these exercises include simulated dogfights between the foreign craft and our own equipment. Cool job, isn’t it?

As for Roswell, the supposed crash of a UFO there in 1947 was explained as a weather balloon. Buy it or not, that’s the story. As for Dulce, there are Cold War missile installations there, but no air base confirmed. But when it comes to Area 51, we have a whole list of interesting US military airborne activity that’s come and gone or is rumored to be ongoing now.

Strictly speaking, we have indeed confirmed “UFOs at Area 51”! Just remember that “UFO” just stands for “Unidentified Flying Object,” and anybody sighting a strange airplane swooping by, which is still part of a top-secret military experiment, can definitely say they saw a flying object they could not identify. Furthermore, there’s even a kernel of truth in the “reverse-engineering foreign technology” part, if you just substitute “foreign governments” for “aliens.”

REALITY CHECK

Before we ask if there’s aliens at Area 51, we have to define what we mean. Surely the first thing we have to throw out is our popular concept of “aliens.” If you’re talking about little green men from Mars in those 1950s-style flying saucers that look like an orange wearing a tutu, then no, they don’t exist. But any living organism originating from any point but planet Earth does qualify as an alien!

If we were to discover and confirm extraterrestrial life, it would automatically be the most shattering news ever in recorded history. That applies even down to the smallest bacteria. As it is, the collective human race has been busily scouting for the tiniest nit of alien life. We have rovers on Mars, probes in space, SETI scanning the skies, telescopes probing the farthest reaches of the universe. The 50th anniversary of the Apollo Moon Landing has just passed, and we’re more interested in off-Earth exploration than ever before.

So it’s highly unlikely that if we were to actually uncover alien life forms of any kind, that we would keep it a secret. Just think, the first person to confirm extraterrestrial life guarantees themselves a place in the history books! They’d have a career for life just giving TED talks after that. Their name would be celebrated in science alongside Galileo, Einstein, and Hawking. There is an informal global competition underway to discover extraterrestrial life.

The motivation to keep it a secret is minimal. But… suppose there was something dreadful about this extraterrestrial life form? What if it had some Lovecraftian evil power, what if it was intelligent and demanded secrecy on threat of invasion, or what if it presented some health threat to the human race in some other way, such as an infection vector? You can never say “never” when dealing with the unknown!

Conclusively, we’d have to move that scenario to “implausible,” but not “impossible.”

IS THERE A CONSPIRACY TO SPREAD A CONSPIRACY?

Keep in mind, any military operation involving flying things you want to keep a secret isn’t hurt at all by UFO rumors. And it’s not like the US government hasn’t enjoyed a convenient smokescreen provided by a conspiracy theory obfuscating what it’s really up to before. Just look at these official mission patches for US spy satellite launches by the CIA / NSA / DOD. Come on, they’re messing with our heads on purpose here!

On the civilian side, a little alien UFO story never hurt a town’s tourist economy. Roswell holds a UFO festival every year. If you want to see Area 51 with your own eyes, no need to storm the place, just take the official tour. Even in Dulce, the merest whiff of a maybe alien event at a hypothetical base inspires the local casinos to hype up the event.

So whether you want to believe or not, there’s government on one side and commerce on the other who both benefit when you go chasing flying saucers. Which still doesn’t mean there are no aliens anyway, but, as usual, does indicate that the truth is always far more complex than we first assume.

President Kennedy Was Killed To Stop Disclosure Of Aliens, Will Bernie Sanders Be Next? UFO Sighting News.

Date of announcement: August 2019

Sen. Bernie Sanders promises to reveal the truth about aliens if he ever becomes president in the 2020 presidential election. Now the problem here is that most people believe the president can just say what they want and do what they want when it comes to aliens. Thats not true at all. President Kennedy was assassinated by the CIA or MIB in order to stop him from releasing information about the existence of aliens. Its true, I was first to publish it in my book "UFO Sightings of 2006-2008." Where I first publish a document that I had found that revealed a memo from president Kennedy to NASA telling them to reveal all information NASA has learned about space to the public...less than a week later he was dead. Now many people tried to take credit for my hard work by saying they discovered the document...all were published after my book. But I'm use to that happening. 

What I'm saying is any president who thinks he can reveal the truth...will be killed by the CIA. No president not even Trump has the courage or the power to reveal the existence of intelligent aliens.

A couple of days ago I wrote an article here at Mysterious Universe titled “The Russians were behind the Majestic 12 documents.” The article was focused on a very controversial set of Majestic 12 papers that surfaced in 2017 from Heather Wade. As I noted in my article, there are very good reasons for concluding that the Russians were behind these documents. In fact, there are several angles in the documents that are very much pro-Russian. Take a careful look and you’ll see. It should be noted though that the documents provided to Heather Wade were just the latest set of Majestic 12 papers. As many of you will know, there were two additional significant, and earlier, collections of  such Majestic 12 papers. One was the collection of papers that the team of Bill Moore and Jaime Shandera received in the early-to-mid-1980s and that appeared in 1987, in Timothy Good’s book, Above Top Secret: The Worldwide UFO Cover-Up. For those who may not know, Majestic 12 is alleged to be a highly classified group created in the late 1940s and buried deeply within the U.S. Government. So the story goes, the Majestic 12 team sits on some of the most secret of all UFO cases – such as the notorious Roswell affair of July 1947.

As for those 1980s-era Majestic 12 documents, can we make a case that the Russians were behind them, too? Yes, we can. In 1999, Gerald K. Haines – in his position as the historian of the National Reconnaissance Office – wrote a paper titled “CIA’s Role in the Study of UFOs, 1947-90.” It is now in the public domain, thanks to the provisions of the Freedom of Information Act. It can be read at the CIA’s website. Haines’ paper detailed the history of how, and why, the CIA became interested and involved in the phenomenon of UFOs. Although Haines covered a period of more than forty years, I will bring your attention to one particular section of his paper, which is focused on the 1970s-1980s. Haines wrote: “During the late 1970s and 1980s, the Agency continued its low-key interest in UFOs and UFO sightings. While most scientists now dismissed flying saucers reports as a quaint part of the 1950s and 1960s, some in the Agency and in the Intelligence Community shifted their interest to studying parapsychology and psychic phenomena associated with UFO sightings. CIA officials also looked at the UFO problem to determine what UFO sightings might tell them about Soviet progress in rockets and missiles and reviewed its counterintelligence aspects.”

The Soviets, then, were camouflaging their secret rocket tests by spreading false and fantastic tales of UFOs. Haines also noted something that is absolutely key to the story that this article tells and particularly so with regard to the Majestic 12 papers: “Agency analysts from the Life Science Division of OSI and OSWR officially devoted a small amount of their time to issues relating to UFOs. These included counterintelligence concerns that the Soviets and the KGB were using U.S. citizens and UFO groups to obtain information on sensitive U.S. weapons development programs (such as the Stealth aircraft),the vulnerability of the U.S. air-defense network to penetration by foreign missiles mimicking UFOs, and evidence of Soviet advanced technology associated with UFO sightings [italics mine].”

This final point from Haines is the most important one of all. It is indeed a fact that in the late 1970s and early 1980s, “the Soviets and the KGB,” as Haines words it, approached a number of UFO researchers who also just happened to work on classified U.S. Department of Defense programs, including the Stealth projects. The goal of the Russians was to dangle sensational UFO-themed documentation in the faces of those same UFO researchers with U.S. government ties. And, in return – the Russians hoped – they would get something significant in return from the Americans they were secretly trying to “turn.” The reality of the situation, though, was that those Americans working in government and who might have been tempted to take up the Russian offer were fed nothing but faked UFO documents (guess which ones?). As for the Russians, we may never know to what extent they succeeded in getting their hands on highly classified materials of a Stealth-based nature. It’s important to note that Moore and Shandera were not caught up in this Russian plot in any way at all. Their copies of the documents – mailed to Shandera in December 1984 – came from a completely different source, one within U.S. intelligence and who was concerned about who had created the documents. There is, however, very little doubt that the Majestic 12 documents of the 1980s were Russian creations. You don’t think so? Well, keep the following in mind:

In 1988, the FBI launched an investigation into the Majestic 12 documents. Such were the twists and turns in the story, even the FBI came away baffled. If the FBI learned anything further about Majestic 12 in the post-1988 period, then that information has not surfaced under the terms of the Freedom of Information Act. We do know something of deep interest though, thanks to a man named Richard L. Huff. He served as Bureau Co-Director within the Office of Information and Privacy. In correspondence, Huff informed me of the existence of an FBI “Main File” on Majestic 12, which is now in what is termed “closed status.” The title of the file is not something along the lines of “Potentially leaked documents” or “Questionable documents,” as one might imagine, given the strange story that is detailed in this article. Rather, the file title is nothing less than – wait for it – “Espionage.” While we’re admittedly forced to speculate, that one, eye-opening word alone strongly suggests that the Majestic 12 saga really did revolve around those very same components that appear in this article: spies, counterintelligence operations, the words of Gerald K. Haines, and the interference of the Russians. And espionage.

In the third installment of this series of “The Russians created Majestic 12” articles, we’ll take a look at another batch of “leaked” Majestic 12 documents. They surfaced in the 1990s and were provided – under clandestine circumstances – to a man named Timothy Cooper.

Grey Aliens Signed Treaty With Eisenhower In 1954, After U.S. Government Rejected Overtures From Nordic Or Pleiadian Aliens, Say Conspiracy Theorists

President Dwight Eisenhower held a secret meeting with extraterrestrial visitors during the early hours of February 21, 1954, while on a “vacation” to Palm Springs in California, according to UFO and alien conspiracy theorists.

He went “missing” after he was whisked away secretly to Edwards Air Force Base and was not seen until he appeared at a church service in Los Angeles the next Sunday morning.

The official explanation of his mysterious “disappearance” was that he had to undergo an emergency dental surgery.

The abrupt disappearance of the president was so unusual that it fueled speculation about an illness or death in the media. The speculation became so intense that the rumors had to be dispelled by the president’s press secretary, James Haggerty, who told incredulous reporters at a press conference that Eisenhower had damaged a tooth cap while eating fried chicken and had to undergo emergency surgery.

A local dentist was later presented to reporters who claimed he had treated Eisenhower.

But strange rumors began spreading following information leaked by well-placed sources. The rumors alleged that the local dentist was used to provide Eisenhower with a cover story while he rendezvoused secretly with the extraterrestrial visitors at the Edwards Air Force Base.

Significantly, there are no records at the Eisenhower Library — which reportedly has extensive records related to Eisenhower’s health — that he ever underwent dental surgery in February 1954, according to UFO researcher William Moore.

Eisenhower thus became the first American president to have direct contact with extraterrestrials, according to conspiracy theorists. The meeting took place at Edwards Air Force Base in southern California during the early hours of February 21 in 1954. It was the first in a series of meetings that culminated in the signing of a treaty between the U.S. government and an extraterrestrial race called the Greys.

The First Contact meeting, as it is termed in UFO conspiracy theory circles, involved some intrigue. Eisenhower’s secret First Contact meeting on February 21, 1954, is believed to have been with the Nordic aliens, also known as Pleiadian aliens, an advanced extraterrestrial race from the Pleiades star cluster with distinctive Nordic appearance, such as fair hair, blue eyes, and white skin.

The two sides were unable to reach an agreement on the night of the First Contact, and the Greys took advantage of the failure by offering more favorable terms. The offer by the Greys allegedly led to the first treaty between humans and an extraterrestrial race.

According to UFO conspiracy theorists, several pieces of circumstantial evidence add up to support claims that the Eisenhower administration held “First Contact” meetings with extraterrestrial beings. The first circumstantial evidence was the awkward manner in which Eisenhower “disappeared” during the night of February 20-21 in the midst of an unscheduled winter vacation in Palm Springs, California, and the clumsy efforts by officials to explain his disappearance.

One of the first eyewitness testimonies came from Gerald Light, a writer and leading member of the community dedicated to metaphysical research. A letter circulated widely in the UFO and alien conspiracy community, dated April 16, 1954, is alleged to have been written by Gerald Light to Meade Layne, Director of Borderland Sciences Research Foundation. In the letter (see copy here), Light allegedly claimed to have been one of a group of community leaders who was present at the First Contact meeting with extraterrestrials at Edwards Air Force Base.

The group of “community leaders” included Edwin Nourse, President’s Truman’s chief economic adviser, Cardinal James Francis MacIntyre, head of the Catholic Church in Los Angeles at the time, and 80-year-old Franklin Winthrop Allen, a former reporter with Hearst Newspaper Group.

Light claimed in the letter he allegedly wrote to Layne that he recently returned from Muroc Airfield (now Edward Air Force Base). The letter contains a single reference to “Etherians” (presumed to be the aliens), and it includes a comment about “five separate and distinct types of aircraft being studied and handled by our Air Force officials — with the assistance and permission of the Etherians!”

The aircraft are believed to be alien UFOs stored at the facility for reverse-engineering studies.

The letter gives a vivid description of the bewilderment, confusion, and panic among the officials present at the meeting. UFO conspiracy theorists claim that Light’s account reveals uncertainty about how to respond to the aliens and fears due to the Cold War that the aliens could turn to the Soviets if the Americans spurned them.

But it is claimed that Eisenhower finally decided to reject the proposals of the Nordic aliens he met at the First Contact meeting at the Edwards Air Force Base in February 1954, and his administration eventually signed a treaty with the Greys, who offered to transfer their technology exclusively to the United States.

Several whistle-blowers claimed to have seen documents signed at the meetings while others claimed they obtained information from inside sources. The different versions of what allegedly transpired at the First Contact meetings leaked by the whistle-blowers agree on certain major points but differ in specific details.

One of the best-known whistle-blowers, William Cooper, a former Naval intelligence officer who allegedly had access to classified documents, claimed that the First Contact meeting at the Edward Air Force Base in February 1954 was the culmination of a series of events after astronomers discovered a fleet of huge UFOs approaching Earth in 1953. First mistaken for asteroids, they were later determined to be spaceships.

Alien radio signals were allegedly intercepted under Project Sigma just before the UFOs went into high orbit. Project Plato was launched to receive the aliens and hold talks.

But before the aliens approaching in a huge UFO fleet landed, a different alien race contacted the U.S government and warned against the first group of aliens. But talks with the first group failed after they demanded nuclear disarmament and warned that humanity was on a path to self-destruction. They proposed instead to help humans to develop along a peaceful path to spiritual fulfillment.

Because the primary interest of the U.S. government at the time was signing a treaty that gives access to advanced alien technology, the Eisenhower administration rejected the overtures from the first alien group — the Nordic aliens — during the First Contact meeting at the Edwards Air Base and agreed to sign a treaty with the second group — the Greys — during a subsequent meeting at the Holloman Air Force Base in New Mexico in 1954.

Elements of the sketchy account given by Cooper were allegedly confirmed independently by other whistle-blowers, including Charles Suggs, a former retired U.S. Marine Corps Sergeant, who claimed that his father, a senior naval officer, had attended the First Contact meeting with the Nordic aliens in February 1954.

John Lear, another independent whistle-blower, was a former air force pilot and the son of William Lear, who built the Lear Jet. Lear also confirmed that two alien races had been involved in the First Contact meetings.

Robert Dean, a former intelligence officer, described Nordic aliens as humanoids with Nordic features, and the Greys as tall humanoids up to 9 feet tall with pale white skin, large eyes, large head, and spindly limbs.

Greys allegedly originated from a star in the constellation of Orion. Other reports claimed they came from a planet in the star system Zeta Reticuli.

Details of the agreement with the Greys leaked by whistle-blowers include non-interference in human affairs in exchange for accommodation on Earth under conditions of secrecy. In return, they would furnish the U.S. government with advanced technology to help the country to stay ahead of enemy nations. The Greys also agreed they would not approach any other nation to make a treaty.

The Greys were housed in an underground facility in Dulce where Phil Schneider claimed he encountered them while working as a geological engineer employed by a private company contracted to build underground bases for the Greys.

Schneider revealed that part of the treaty agreement allowed the Greys to abduct a very limited number of humans for medical research and experiments. But the Greys proved untrustworthy and violated the agreement on abductions.

Most reports of UFO sightings and stories of abductions involved Greys freely violating the treaty with the government, according to UFO conspiracy theorists.
