In the late 1890s various reports of mysterious, “cigar shaped airships” came in across the United States. One such such incidence was reported by The Dallas Morning News as occurring on April 17th, 1897 in the town of Aurora, Texas; it would come to be known as “The Aurora Incident”. The original account was written by one S.E. Haydon, a resident of Aurora, who said that around 6 AM a UFO hit a windmill on the property of Judge J.S. Proctor and subsequently crashed. The pilot of the ship was said to have died in the crash, but Haydon remarked that the remains were “not of this world”. The wreckage was allegedly mostly dumped into a nearby well; while the pilot’s body and the remaining wreckage was buried “with Christian rights”, in an unmarked grave, at the Aurora cemetery. Years later, the property would be purchased by a man named Brawley Oates, who cleaned out the well to use it as a water source, and later claimed he developed arthritis from drinking water contaminated by the ships wreckage. To this day, a plaque placed in commemoration of the incident by the Texas Historical Commission can be found at the Aurora Cemetery, but as always speculation remains: Was it thereal deal? Or justa hoax?
Those who believe that a UFO really did crash in Aurora that morning are not without evidence to back them up, as investigations have uncovered witnesses and strange “proof” that something extraordinary happened on April 17th1897. In interviews conducted in the mid 1900s, two townspeople who were children at the time of the incident revealed that they had vivid memories of something crashing in their town. One remembers hearing of the crash and her parents going to look at the wreckage; while the other remembers seeing the ship during it’s decent, and even remembers not being allowed to go see the crash because he had to finish his chores. These interviews were part of an investigation by the Mutual UFO Network (MUFON); an investigation that also found a strange grave marker that resembled a UFO at the Aurora Cemetery (the marker allegedly disappeared shortly after the initial investigation). A later investigation by the show UFO Huntersfound an unmarked grave at the cemetery also.
Even with a good amount of evidence to support it’s having happened, the Aurora incident is still believed by many to have been a hoax; done with good intentions, but gone too far. Former Mayor of Aurora Barbara Brammer’s research has become to basis for the hoax theory. She believes that at the time of the incident, the town was in danger of becoming abandoned thanks to crop issues, a viral outbreak, a lack of railroad access, and a large fire that had recently decimated the downtown area. Furthermore, she believes that in an attempt to put the town back on the map; S.E. Haydon, a known practical joker, made up the entire thing. Her theory is supported by a 1979 interview with a friend of Haydon’s in which the friend admits that Haydon fabricated the story to drum up interest in the town.
So who are we to believe? The witnesses that claim they saw a UFO crash in their small town? Or those that claim they witnessed not a UFO, but a man; desperate to save his town, and willing to lie to the world to save it. Drill Bit Found in Coal Suggests Advanced Civilization LONG Before Humans Thought to Walk Earth?
Oopart (out of place artifact) is a term applied to dozens of prehistoric objects found in various places around the world that seem to show a level of technological advancement incongruous with the times in which they were made. Ooparts often frustrate conventional scientists, delight adventurous investigators open to alternative theories, and spark debate.
According to the conventional view of history, humans have only walked the Earth in our present form for some 200,000 years, with our ancestors’ history extending back perhaps 6 million years. The Earth’s coal is said to have formed hundreds of millions of years ago. That’s why the appearance of a man-made iron instrument resembling a drill bit in the heart of a large chunk of coal puzzled the historians who found it in the 19th century.
It appeared that a man-made tool as advanced as the tools used in the 19th century was deposited in the organic matter that formed the coal before it became coal. Was a civilization advanced enough to use drill bits present hundreds of millions of years ago as this coal was forming?

John Buchanan, Esq., presented the mysterious object to a meeting of the Society of Antiquaries of Scotland on Dec. 13, 1852. His accompanying statements are recorded in the Society’s proceedings, which are quoted in full at the end of this article.
In summary, Buchanan said that the iron instrument was found within a seam of coal about 22 inches thick, which was in turn buried in a bed of diluvium or clay mixed with boulders some 7 feet thick.
He said: “I quite agree in the generally received geological view, that the coal was formed long before man was introduced upon this planet; but the puzzle is, how this implement, confessedly of human hands, should have found its way into the coal seam, overlaid as the latter was by a heavy mass of diluvium and boulders.”
The Society decided that the instrument was of a modern level of advancement. But, it concluded that “the iron instrument might have been part of a borer broken during some former search for coal.” Buchanan’s detailed report did not include, however, any signs that the coal surrounding the instrument had been punctured by drilling. He seemed to describe, rather, an iron instrument completely and bewilderingly encapsulated by coal.
The passages about this iron instrument in the Dec. 13, 1852 Proceedings of the Society of Antiquaries of Scotland is recorded here in its entirety:
A communication was then read from John Buchanan, Esq., relative to the discovery of an iron instrument, lately found imbedded in a natural seam of coal in the neighbourhood of Glasgow. The instrument which was exhibited to the Meeting was considered to be modern. In his communication Mr. Buchanan remarks: ‘I send herewith, for the inspection of the Society, a very curious iron instrument found last week in this locality. The interest attaching to this singular relic arises from the fact of its having been discovered in the heart of a piece of coal, seven feet under the surface. To explain particulars, I beg to mention, that a new line of road, called the Great Western Road, was opened a few years ago, leading to the Botanic Gardens, which, you may be aware, are situated about two miles north-west from Glasgow. At a point on this new road are the lands of Burnbank, now in course of being extensively built upon. The person conducting these building operations is Mr. Robert Lindsay, wright and builder, a most respectable individual, well known to me, and on whose veracity implicit confidence may be placed. Now, when Mr. Lindsay came to excavate the foundations along the north side of the road for the range of houses, he cut through a bed of diluvium or clay mixed with boulders, seven feet thick, and then came on a seam of coal about twenty-two inches thick, cropping out almost to the very surface, and resting on freestone. It was necessary to remove this coal and cut into the stone below, which last was very opportune for building purposes. A quantity of the coal so removed was carted over to Mr. Lindsay’s workshop or yard for use; and while his nephew, Robert Lindsay junior, an apprentice, was breaking up a block of the coal, he was surprised to find the iron instrument now sent in the very heart of it. At first neither he nor the others about him could make out what it was, but after scraping and cleaning it from the coaly coating, it presented the appearance now before you. I send along with it a portion of the coal. Having been made aware of this discovery, I lost no time in seeing Mr. Lindsay senior; and accompanied him this day to the spot, and had the circumstances detailed to me by his nephew, and several of the respectable operatives who saw the instrument taken from the coal; and all of whom, Mr. Lindsay senior assures me, are persons whose statements may be implicitly relied upon.’
The affidavits of five workmen who saw the iron instrument taken from the coal were also sent, and Mr. Buchanan further adds: ‘I quite agree in the generally received geological view, that the coal was formed long before man was introduced upon this planet; but the puzzle is, how this implement, confessedly of human hands, should have found its way into the coal seam, overlaid as the latter was by a heavy mass of diluvium and boulders. If the workmen who saw the relic disinterred are to be depended on (and I have no reason whatever to doubt their perfect veracity), then there may and must be some mode of accounting for the implement finding its way down eight or nine vertical feet from the surface.’
It was suggested that in all probability the iron instrument might have been part of a borer broken during some former search for coal.

1) The Essassani
The Essassani are technically our reptilian, grey-human hybrid relatives. Back in the day, a species called the Greys came to Earth. According to reports, they had genetically mutated themselves to the point of not being able to reproduce anymore. They could only survive through cloning.
We agreed to share our genetics with them so that we could alter their course of history and future. Most abduction experiences had to do with this genetic course-correction, and was very confusing for humans. We on some level agreed to this relationship.
Since then an entirely new breed of beings was created, which were already far more advanced than we, and were given a prepared planet for them to inhabit that has allowed them to advance, evolve and grow rapidly, without ever being as primitive as our own journey on Earth.
They are in a way our direct relatives, and are here to support us during our evolutionary path. They assist us in staying the course of the most-preferred reality we would like to create, desirably one of peace and harmony.
The Essassani are indeed a benevolent and loving race. They have a close relationship to their higher-selves, are extremely playful, and love to reflect back our hunger to understand ourselves better.

2) The Yahyel (Aka The Shalanaya)
The Yahyel are a gorgeous and graceful species of hybrid beings. They are said to radiate very pure solar-golden energy, and are one of the closest interstellar relatives we have.
They will be the first race to make open-contact with us as a species in the upcoming future. They are about our height, well-framed and seem to possess the appearance of an angelic anime character, many of which look highly multi-cultural. They are remarkably beautiful, gentle, intelligent, heart-centered and considerate.
They have a very healthy relationship with their technology, and are here to help us develop and evolve. They too came from primitive times, and are far more advanced than us currently. It is said that many of our social networking platforms were given to the Earth with the help of their stream of consciousness.
3) Sirian Hybrids
These hyper-sapiens are highly evolved, and according to the records have had a lot of contact with us since the beginning.
They are said to be our Father Race, who came together to help create humans genetically. Many ancient prophecies and spiritual texts say extraterrestrials were involved in the creation of human beings.
The Sirius beings exist about 300 to 500-years into the future and are tens of thousands of years more advanced and evolved than our own species.
They specialize in technology, architecture, sustainable energy and sacred geometry. Also, the being depicted in the movie Avatar are said to be very similar in appearance to Sirians.
They are about our height, though a bit taller overall, slender and have really defined muscles. They have a warm bluish tone to their skin, warm oval eyes, long fingers with precision dexterity.
4) The Pleiadians
The Pleiadian Hypersapiens are tall, round-faced, wide-eyed with soft yet detailed features. They are beautiful beings who are almost exclusively described as having blonder hair (if they do have hair) and blue eyes.
It’s been said that many of us spent time on the Pleiades training and learning about life before coming to Earth, and many have said that’s where we are headed after Earth.
Their bodies function like finely-tuned delicate instruments which can pick up psychic signals streamed across the Universe. In this way if you work on psychically connecting with the Pleiadians, they can often be one of the most directly responsive & seemingly close by ETs we are in contact with.
The Pleiadians also have a diplomatic like-quality, as they are very involved with the Interstellar Alliance, supporting the development of seed races on other Planets and ensuring their progress of evolution for all.
The Pleiadians are extremely gentle and loving and are an easy race to begin psychically contacting. They are readily available and always quick to respond and interact.
5) Arcturians
The most ancient race of our entire Milky Way Galaxy, the Arcturian Hypersapiens are a highly evolved race of alien beings. They are profoundly aware, innovative and experienced.
It has been said that it was the Arcturian system that was first seeded in this galaxy, which initiated a series of descending races further into the galaxy, including our own inhabitation.
The Arcturians come in many forms, as their highly-advanced consciousness has allowed them pass through singularity, and completely co-exist in an powerfully advanced high-vibrational reality.
The primary race is one of approximately 4 to 5 feet in height, blue skin and large brains. Their bodies are, however surprisingly ample and have a fit shape about them.

I recommend you creating a time to meditate each day at the exact same time. Cleanse your space, get comfortable and take a few deep breaths.
Create an invocation to welcome them into your space. And then just meditate… go quiet & listen. Perhaps ask a question and see what kind of responses you get.
As Max Plank once said, the number of minds in the universe is one. These beings have thousands and millions of years of evolution on us, so things like telepathy, ESP, and physic transmission are as easy for them as sending a radio signal is for us.

POLICE OFFICERS TRIANGLE SIGHTING OVER ENGLAND OCTOBER 1996 ……………. SHEFFIELD UNITED KINGDON
In mid October 1996, I was a uniformed Police Officer with South Yorkshire Police working in Sheffield. This is in the north of the City and covers a rural area which borders the Peak District National Park. In the early hours of a night shift (say between 0300 to 0400hrs) I was out on mobile patrol duties unaccompanied in a marked Police vehicle (a diesel engined Land Rover Defender model) and in St.Margaret Avenue Deepcar when I had noticed a male on foot near some dwelling houses who I decided to confront about his presence on the street at that time of day. In turning the vehicle around to confront the male he had then disappeared I saw was something ahead of me in the night sky that has projecting a white beam of light similar to a searchlight downwards towards the ground at an angle. I would estimate the event (craft) to be 1.000 yards or more ahead of me in the North.
At that time all I could see was a beam of white light being projected downwards towards the ground at an angle. I could see no other lights at that time. I could not see any shape or form of what (craft) the light was being projected from. All I could see was a black sky with no light pollution at that location. My own position was at an elevated position in Deepcar and the event was ahead of me on the horizon which meant that if it was taking place over or near the A616 road it was obviously quite elevated at that location (which is down hillfrom my viewpoint). I then used my UHF radio to contact the control room at Ecclesfield Police Station Sheffield about my sighting and to ask whether the Police helicopter had been scrambled to any incident taking place on or near the A616.I also used my vehicle VHF radio to contact force operations room at Police Headquarters Sheffield.I was told categorically that the force helicopter was grounded at base. During my radio transmissions I had continued to observe the event ahead of me on the horizon. This may have lasted several minutes.
I became aware that something of a vast size and dark in colour suddenly moved quickly towards me in a straight line and was then directly above my vehicle in St.Margaret Avenue. I heard no sound of any craft approaching me. The move was very quick for the distance traveled from the horizon. I saw no lighting or any illumination on the object as it approached. I could just differentiate that there was a large dark object moving in the dark sky directly towards me. The next thing I knew was that as I was still seated in the Police vehicle the whole street around my vehicle was suddenly illuminated by a fantastic bright blue light which was clearly coming from directly above my vehicle in the night sky. I had never experienced any such light before or since. It was similar to an intense blue neon sign light. Sodium street lighting was illuminated in the street at the time but this blue light was tremendous in its power. I bet you could have found a needle on the road it was so intense. I jumped out of the door and looked directly above me. At that time I could see that there was a very large black triangular object hovering above me/moving forwards very slowly in the night sky. At this time I could see the underside of the object only. I could clearly see the triangular shape. It was black but visible through contrast with the sky. It was making very little noise other than a sort of whirring noise. I was shocked at what I was observing. It was not a conventional aircraft that I would know.At that time I saw that the craft was showing three red lights to the underside of it. These were near to the corners of the triangular shaped object. I estimate the triangle may have been a few hundred feet wide or more.
I saw that it moved to the left beyond this housing and then suddenly changed direction to go right (as if thrown in reverse) and then suddenly left again on its original course of flight.The speed of the moves was very fast and I did not believe any conventional fixed wing aircraft capable of doing what I saw at that point. The object continued to move very rapidly in this South Westerly direction and I then lost sight of it. I was in awe of what I was witnessing and wanted to give it my full attention. After I had witnessed the object move away from my location in the south westerly direction I contacted my control room and told them what I had seen (ie.in my own opinion a large black triangular UFO) and told them it was my intention to proceed in the direction of the flight path of the object for any further sightings. I did not seem to get any response from my own control room to the effect that they took me seriously. The senior officer of the two stated they had seen the brilliant blue light in the sky over Deepcar but knew nothing else of what it was. I know this officer had his own experience of UFO sightings on a night shift during the early 1980’s in Sheffield when I was on the same shift as him. On the night of my sighting this officer had a brother in the Police working at Attercliffe Police Station Sheffield (about 9 miles away as the crow flies) also on a night shift. I know my colleague spoke with his brother at Attercliffe and he and officers on his night shift had also witnessed bright blue lights in the sky as well but I know no more detail than that. I know I did not lose any time the night of the incident as I did check my wristwatch sometime at the start of the event and after it. I did do this because I have read and heard that people who have undergone these type of experiences have told of “missing time” after the event. I retired from South Yorkshire Police in 2001.

The lights kept flickering, changing and blinking, which are unexplainable. It was believed to be a genuine UFO sighting as the criteria are far different from a typical airplane.
Blue Mound (September 19, 2004)
The strange UFO object was seen and heard during the four-wheeler ride. The appearance of the strange object is a silver cigar shaped thing with black dots. Unlike the regular plane, it was traveling fast and perfectly turned 90 degrees. When it stopped, the lights appeared blue.
Petersburg (November 28, 2009)
The strangest UFO appeared at 10:50 p.m. in the northwest direction. At first, they noticed three brownish objects hovering in the sky, forming a triangle. At the second view, they thought the strangest objects were birds. Since they are evenly spaced, dimly lit, small, and fast, the viewers realized that the triangle object is indeed a strange UFO.

The strange object was a silver saucer- disk shaped hovering into the sky. The viewer was not a UFO believer. Since he is a logical person, he shared the information with the people.
Whatever the case may be, it is apparent that every year more and more UFO sightings are being reported by different individuals.

Crashing comets may explain mysterious lunar swirls
Brown University researchers have produced new evidence that lunar swirls — wispy bright regions scattered on the Moon’s surface — were created by several comet collisions over the last 100 million years.
In a paper published in the journal Icarus, the researchers use state-of-the-art computer models to simulate the dynamics of comet impacts on the lunar soil. The simulations suggest that such impacts can account for many of the features in the mysterious swirls.
“We think this makes a pretty strong case that the swirls represent remnants of cometary collisions,” said Peter Schultz, a planetary geoscientist at Brown University. Schultz co-wrote the paper with his former graduate student, Megan Bruck Syal, who is now a researcher at the Lawrence Livermore National Laboratory.
Lunar swirls have been the source of debate for years. The twisting, swirling streaks of bright soil stretch, in some cases, for thousands of miles across the lunar surface. Most are found on the unseen far side of the Moon, but one famous swirl called Reiner Gamma can be seen by telescope on the southwestern corner of the Moon’s near side. “It was my favorite object to look at when I was an amateur astronomer,” Schultz said.
At first glance, the swirls do not appear to be related to large impact craters or any other topography. “They simply look as if someone had finger-painted the surface,” Schultz said. “There has been an intense debate about what causes these features.”
In the 1970s, scientists discovered that many of the swirls were associated with anomalies of the Moon’s crustal magnetic field. That revelation led to one hypothesis for how the swirls may have formed. Rocks below the surface in those spots might contain remanent magnetism from early in the Moon’s history, when its magnetic field was much stronger than it is now. It had been proposed that those strong, locally trapped magnetic fields deflect the onslaught of the solar wind, which was thought to slowly darken the Moon’s surface. The swirls would remain brighter than the surrounding soil because of those magnetic shields.
But Schultz had a different idea for how the swirls may form — one that has its roots in watching the lunar modules land on the Moon during the Apollo program.
“You could see that the whole area around the lunar modules was smooth and bright because of the gas from the engines scoured the surface,” Schultz said. “That was part of what got me started thinking comet impacts could cause the swirls.”
Comets carry their own gaseous atmosphere called a coma. Schultz thought that when small comets slam into the Moon’s surface — as they occasionally do — the coma may scour away loose soil from the surface, not unlike the gas from the lunar modules. That scouring may produce the bright swirls.
Schultz first published a paper outlining the idea in the journal Nature in 1980. That paper focused on how the scouring of the delicate upper layer of lunar soils could produce brightness consistent with the swirls. The structure of the grains in the upper layer (termed the “fairy castle structure” because of the way grains stick together) scatters sun’s rays, causing a dimmer and darker appearance. When this structure is stripped away, the remaining smoothed surface would be brighter than unaffected areas, especially when the sun’s rays strike it at certain angles. For Reiner Gamma on the lunar nearside, those areas appear brightest during the crescent Moon just before sunrise.
As computer simulations of impact dynamics have gotten better, Schultz and Bruck-Syal decided it might be time to take a second look at whether comet impacts could produce that kind of scouring. Their new simulations showed that the impact of a comet coma plus its icy core would indeed have the effect of blowing away the smallest grains that sit atop the lunar soil. The simulations showed that the scoured area would stretch for perhaps thousands of kilometers from the impact point, consistent with the swirling streaks that extend across the Moon’s surface. Eddies and vortices created by the gaseous impact would explain the swirls’ twisty, sinuous appearance.
The comet impact hypothesis could also explain the presence of magnetic anomalies near the swirls. The simulations showed that a comet impact would melt some of the tiny particles near the surface. When small, iron-rich particles are melted and then cooled, they record the presence of any magnetic field that may be present at the time. “Comets carry with them a magnetic field created by streaming charged particles that interact with the solar wind,” Schultz said. “As the gas collides with the lunar surface, the cometary magnetic field becomes amplified and recorded in the small particles when they cool.”
Taken together, the results offer a more complete picture of how the swirls form, the researchers say.
“This is the first time anyone has looked at this using modern computational techniques,” Schultz said. “Everything we see in simulations of comet impacts is consistent with the swirls as we see them on the Moon. We think this process provides a consistent explanation, but may need new Moon missions to finally resolve the debate.”

Moreno Valley – On June 8, 2015, I was out in our backyard, 3-miles North from an Air Force base. The tripod/camera setup was specifically aimed for imaging.
I first noticed through the camera’s viewfinder a tiny white dot at a luminosity of >220 level of Photoshop brightness (out of 255). It was brighter in the images than in the clouds (<190 brightness). It was a small neutral white dot/oval next to a cloud.
What? I see unknowns frequently along the East to West commercial flight path over our home and as well as in a North-South direction from the air force base to the south. Some are red-orange (at night), while others are white. There were no wings, no sound, no landing lights and no strobes, and no trail.

But it refused to answer Hill-Norton’s question about how many objects “remain unidentified and how many of these were transmitting a signal” citing the need for secrecy.
A MoD spokesman said: “We are entitled to refuse certain information on topics which we consider to be sensitive.” But he did admit that UFOs would be tracked if they were spotted. “They need to catalogue everything up in space,” he added. Officially, the US 5th Space Surveillance Squadron (5thh SSS) is part of Britain’s early warning system to protect against missile attack from space. But Lord Hill-Norton will not accept that it is there purely to defend us against earthling enemies. “For a start, there are no man-made objects in inter-stellar space. So I want to know what they are really doing. “And I want to know what the Government is doing about the UFO problem. “There are things flying about in our atmosphere and we don’t know what they are, who directs them or what their purpose might be. Lockheed Martin will deliver up to two advanced S-Band phased array radars for the Space Fence program. The Space Fence radar system will greatly improve Space Situational Awareness of the existing Space Surveillance Network.
Construction of the new Space Fence system on Kwajalein Atoll in the Marshall Islands is slated to begin in the early 2015 to meet the program’s 2018 initial operational capability goal. With more than 400 operational S-band arrays deployed worldwide, Lockheed Martin is a leader in S-band radar operation. On 16 December 2002, US President George W. Bush signed National Security Presidential Directive which outlined a plan to begin deployment of operational ballistic missile defense systems by 2004. The following day the US formally requested from the UK and Denmark use of facilities in RAF Fylingdales, England and Thule, Greenland respectively, as a part of the NMD Program.
The administration continued to push the program, despite highly publicized but not unexpected trial-and-error technical failures during development and over the objections of some scientists who opposed it. The projected cost of the program for the years 2004 to 2009 was 53 billion US dollars, making it the largest single line in The Pentagon’s budget.

Hacker Claims There Are Military Spaceships
Paul Christian reports, “UFO hacker Gary McKinnon claims he has been seeing data on Non-Terrestrial Officers and spaceships conducting a military computer hack around Fort Meade and other facilities. At the Johnson Space Centre Gary spied on photographs of cigar-shaped objects that might have been UFOs but – he says – they were probably satellites. “You end up lusting after more and more complex security measures,” he says. “It was like a game a computer games. It was hugely addictive.” There were hackers from many nations snooping around every night for the entire five to seven years I was doing this.
He claims, “I found a list of officers’ names under the heading ‘Non-Terrestrial Officers’ and a list of ‘fleet-to-fleet transfers’, and a list of ship names.
I looked them up. They weren’t US Navy ships. What I saw made me believe they have some kind of spaceships, off-planet.”Apparently there is a secret military astronaut corps, and the U.S. operates a fleet of antigravity space capable aerospace vehicles, although “I was smoking a lot of dope at the time. Not good for the intellect.” Allegedly the names of two of the ships are the General Curtis LeMay and Vice- Admiral Roscoe H. Hillenkoetter.
Editor’s Note: If Gary McKinnon’s statements are correct, Obama’s decision to cancel the Shuttle program is probably a good decision if there is a more efficient military shuttle program in operation. The thirty year old shuttles cost the government allegedly a billion dollars per flight. Bob Lazar claims that during his employment at S-4 facility in Nevada, he briefly witnessed an Aurora flight while aboard a bus near Groom Lake. He claimed that there was a “tremendous roar” as he saw a very large aircraft having “two huge, square exhausts with vanes in them.” Upon speaking with his supervisor, Lazar claims he was informed that the aircraft was indeed an “Aurora, a high altitude research plane powered by liquid methane.
In 2000, Aberdeen Press and Journal writer Nic Outterside wrote a piece on US stealth technology in Scotland. Citing confidential ‘sources’ he alleged RAF/USAF Machrihanish two-mile-long long runway in Kintyre, Argyll to be a base for Aurora aircraft.
‘Oceanic Air Traffic Control at Prestwick’ Outterside says, ‘also tracked fast-moving radar blips. It was claimed by staff that a “hypersonic jet was the only rational conclusion” for the readings.
In 2006, aviation writer Bill Sweetman put together 20 years of examining the black budget concluded: “This evidence helps establish the program’s initial existence. My investigations continue to turn up evidence that suggests current activity. For example, having spent years sifting through military budgets, tracking untraceable dollars and code names, I learned how to sort out where money was going. This year, when I looked at the Air Force operations budget in detail, I found a $9-billion black hole that seems a perfect fit for a project like Aurora.”[4]
Former President Ronald Reagan who alluded to a highly classified space fleet in a June 11, 1985, entry in his diaries where he revealed that “Our shuttle capacity is such that we could orbit 300 people.”

William Hamilton wrote, “Rich Andrews was a close personal friend of Lockheed’s Skunk Works CEO Ben Rich. Before Rich died of cancer, Andrews took my questions to him. Rich confirmed: 1. There are two types of UFOs — the ones we build, and ones THEY build. We learned from both crash retrievals and actual “Hand-me-downs.” The Government knew, and until 1969 took an active hand in the administration of that information. After a 1969 Nixon “Purge”, administration was handled by an international board of directors in the private sector. 2. “‘An’ item” — as opposed to “‘The’ item” — was recovered near the world’s only combat operational atom bomb base (Roswell AAF) in 1947. Hull design, aerodynamic measurements and propulsion info was passed directly to Jack Northrop and Kelly Johnson, beginning in 1950, with a major block of data being passed on from “The Working Group” at Wright Patterson AFB’s Foreign Technologies Division in 1952. “We can take ET home.”
Space Is a Contested Environment
The military is worried about new threats in space and is now attempting to make its key personnel aware of the threat with a new focus on Space Education: At the 25th National Space Symposium in Colorado Springs, Colorado. Air University officials introduced a new special area of emphasis (SAE) topic called “space as a contested environment” that is being added to US joint military education.
The former Chairman of the Joint Chiefs of Staff Admiral Mike Mullen established this special area of emphasis to highlight “the space domain’s emergence as an environment where US superiority has been and will continue to be challenged.”
The Chairman spoke to bring attention to space an area of great importance to the joint military community. Scientists and key military personnel must open their minds to the possibility of the UFO/ET phenomenon and stop prejudging others who are researching this area. This will require each person to do their own “research” into the matter. The few military personnel that are aware of the UFO/ET situation should share the reality and their understanding with scientific colleagues to start to bring them up to speed. Academic personnel and scientists should share this knowledge with their students and the public, for it is the next generation of students that will help make the breakthroughs in research.
Testimony of Mr. John Maynard
While at the DIA, I saw some documents that pertained to extraterrestrials. They were code-worded. A normal person reading it may not catch it — it would go right on beyond them. These were top secret documents. I imagine most of them are still classified. A lot of them pertained to Salt 1 and Salt 2 — the strategic arms limitation treaties with Russia.
I also saw pictures of UFOs from; I believe it was called the National Intelligence Photographic Center [NIPC], in Arlington. Once in a while an anomaly would show up on the pictures that didn’t belong there — a round object, a triangular object. There were not markings on the photograph that indicated location. These anomalies came up in certain photographs that we received at DIA; we always thought they were interesting.
You knew it was not a marker. It was not a normal type of object, particularly the oblong ones or the circles or the triangular ones. The triangles were kind of funny, with a rounded corner on the tail end of it. These were taken most generally with the Talent Keyhole Satellites, and they would show these UFOs in them. They would be objects from the TK11, TK12 shots that were taken, that showed the anomalies. Sometimes you could actually track it, photograph by photograph as it moved across the [sky] — you knew that it moved.
I had a rather interesting incident, not in an organization that I belong to as far as the DIA, but it was an office put within my area at DIA. Since it was in my area of security, I received the code name to go in there and to look at the office. It was called Omni Project that dealt with radar satellites. I was talking with one of the sergeants over there in a little show room they had, and I noticed the satellite’s positioning. I said, “Now this is supposed to be a system that tracks radar anomalies on Earth, right?” He says, “Yep, that’s what it does.” So I ask, “Then why are half of them pointed towards outer space, towards the moon, towards areas that are just blank space?” I said, “At least half of those satellites that you got up there aren’t looking at Earth — well what they are looking for?” He says, “Well you got to have a need to know to know about that.” I said, “I see, in other words, who’s coming?” And he says, “We don’t know I just thought it rather odd that they were tracking stuff from outer space.
I also did work with the Camp David accords and assigning the SR-71s, the Blackbird, to map the Sinai, and there were several reports at that particular time that the Blackbird had been accompanied by UFOs The photos of the Sinai would show anomalies that weren’t part of the terrain, weren’t part of the people, weren’t part of the atmosphere. Peter’s Miraculous Escape from Prison
Angels are often depicted as benevolent celestial beings who act as intermediaries between planet Heaven and Earth, or as guardian spirits or a guiding influence. Angels protect and guide human beings, and carry out God’s tasks.
The Acts of the Apostles in the New Testament tells of the story of Christianity in the 1st century, after the Ascension of Christ and the spread of its message to the Roman Empire.
The Jews turn against the followers of the Messiah. Rejected by the Jews,

Mars Style Mount-Rushmore
Andre Gignac has claimed to have found evidence of an extra-terrestrial civilization through his study of NASA photos of the Red Planet.
The 58-year-old Canadian, who claims to have worked for the UN in New York, says he has identified Mount Rushmore-style carvings of historical Martian leaders. Mr. Gignac, who has been a long-standing alien researcher since leaving the UN, told Cryptozoology News: “Aliens are on Mars. I have made discoveries that are absolutely breathtaking.”
He claims to have found the four ‘sightings’ of alien civilization in photos of Aeolis Mons – a central peak in the Gale Crater on Mars, which is unofficially known as Mount Sharp.

Holland Crop Circle
Southern Holland — Nancy Talbott reports, “As is typical Robbert again felt a new formation was coming June 4, 2015 and “saw” (in his mind’s eye) “4 or 5 circles” and also a very specific field where, years ago, he and I searched for—and finally did find–a circle he had also “seen,” but before my arrival that year no one had been able to find. The farmer is not going to allow access and has asked that we not reveal this location. Robbert got a highly unusual “understanding” in regards to this place…and this crop circle.
The crop circle is significant in the Robert felt there were people, soldiers possibly, who had died horribly here and had not been able to leave this place….that time had stood still for them since WW II and that they had died either so suddenly, or so horrifically. During the war Netherlands suffered terribly and Roy dropped him off he had felt the presence of “spirits,” and suffering related to this field. He strongly felt that the “blueprint” of what had happened here—an “energetic footprint” of great suffering and anxiety—was present. As he was describing these impressions we both got a clear mental image of an explosion and wondered if some awful WW II event had, in fact, occurred here. Previously in this same field years ago he had felt a very heavy “presence” of a soldier and we left immediately after finding it.
But Robbert felt this 2015 formation’s energies were “very high and cleansing” and that “healing” was being offered this time, bringing an opportunity for the trapped spirits he felt around him to now move on and leave this place. Psychologists know that people who suffer great tragedy can be trapped emotionally in the time and place where the tragedy occurred, sometimes for their entire lives….and when the tragedy involves one’s sudden and violent death it may be that the human soul can also be trapped, just as occurs in the living. Ultimately, Robbert’s impression was that this crop circle is transformative, that it has a “purification” effect….for the actual soil and for any souls which may have been trapped here.
Expulsion Cavities
Although the BLT crop circle plant research in the 1990s did not involve many grass circles (and expulsion cavities were never documented by us in grass circles), this field seems to have what may be some stalks of last-year’s cereal crop…and I spotted what may be an expulsion cavity bending the stalk in one of Roy’s photos shown in circle. MUFON CMS continues to amass sighting reports from around the globe. In May 2015 there were 900 sightings reported to MUFON through CMS from the following countries; United States -737, Canada-47, United Kingdom-30, India-12, Australia-7, Mexico-6, Afghanistan-5, and Italy-4. The National UFO Reporting Center Reports 423 sightings in May.

Arizona Object
I was riding in a commercial airplane from Phoenix to Burbank between 7:30 and 9:30 AM on June 8, 2015. The bright light on the vast desert surface caught my attention through the window. The light came through my window and reflected into my eyes. At first I thought the light could be a huge flood light, like the kind they use in construction sites at night.
It appeared to be a huge sphere of extremely bright glowing light, hovering over the desert surface. It appeared to be moving and becoming 3 separate lights, slightly smaller and less bright than the initial light.Thanks to MUFON CMS Note: The bright lights may be the sun reflecting off a lake or shiny structures.
California Lights
Big Bear City — I did not personally see the object on June 2, 2015, I was paying attention to my stopwatch and remote shutter for my Canon 5d on tripod with a 75-300mm 1:4-5.6 lens which I was using to take sequential photos of a very bright setting Venus. I didn’t see the object until I reviewed the 57 images when I returned home. The object appears in all 57 images. The object is first seen hovering at 25 degrees high looking west then slowly ascending to. 60 degrees high looking just south of west and hovering there a few frames then with the attached photo it flashed down before hovering and what seems to be ‘morphing’ at 17 degrees high looking west to the left of Venus. Jacksonville— On the evening of June 6th, 2015 at 9:05 pm, I stepped onto my fire escape and noticed what I thought was a Roman Candle ascending from behind the trees to the NNE. When the orb did not burst, or burn out, but instead slowed and seemed to hover for a few seconds I became curious.
I pulled out my cellphone and started filming. The orb seemed to continue hovering for a few seconds then started moving southwest and seemed to accelerate as time progressed. The orb faded out after about a minute and 50 seconds from when I first saw it. Thanks to MUFON CMS

Conyers — I am the Chief Meteorologist for WSB TV in Atlanta. A viewer sent me this video taken on June 3, 2015.

Indiana Lights
Fountain Square — I was standing outside of the Pure Eatery and looked above the building across the street and observed two stationary dual red lights on June 6, 2015. Then it moved across the sky and hovered nearly above me. I began filming the silent object. As I filmed several other people on the crowded street took notice.
I filmed the object for two minutes and as the color changed from red to green. I began filming again and it flew swiftly across the sky, until it went out of view behind the buildings. Thanks to MUFON CMS
Kentucky Triangle
Richmond — It was around 10:26 PM, when I was standing out on my porch when I saw two Red lights sailing east together, slowly on June 4, 2015. When my friend arrived, I said, “Look at those two red lights.” It flew silently over my home, as if they were connected. When I zoomed in I could see a third light and saw it was triangle shaped. The red light in the back started to pulsate.
The first one was at a slightly higher angle than the one behind it as if they were connected. It was so strange, because I see ufos here all the time. I got close up photos of these two lights that were connected to the other one. Afterwards, I went inside for a minute and came out to see a low flying satellite looking thing going over my home heading northwest.

Massachusetts Orbs
Boston – I was driving home on 93SB on June 3, 2015, around 8 pm, and still light out when three orbs appeared in the east, almost in a perfect arc. Then a 4th appeared. They were stationary the entire time. I saw them for 10 minutes while driving east and they seemed to jump on either side of the highway as we went around bends, but I’m not sure if that was my perception.
There were airplanes nearby (near Logan airport), and also airplanes in the sky. These orbs were not airplanes, as they did NOT move at all and did not emit the usual consistent blinking lights an airplane does at night. Eventually we lost them over the tree line. Thanks to MUFON CMS

Shippensburg University — I was in the passenger’s seat, riding home on May 23, 2015, to an odd looking hovering object. My witness was driving and couldn’t make it out said, “I see something was there.” It looked like two circles with a dark spot on the middle. I knew immediately that it was something unworldly and took out my iPhone and took four pictures. After the fourth picture I changed over to video and I could clearly see nothing. It was gone from the area. After I got home I blew up some of the pictures and even ran the best one thru some filters. The filter picture I think clearly shows better definition of the object(s). But my eyes saw it better than my iPhone camera could. It was too far away to get a good picture! Thanks to MUFON CMS

Newark — I walked out of the garage and looked to my left and seeing this thing hovering on June 4, 2015, I took out my camera and started snapping photos. Thanks to MUFON CMS

Franklin— We were arriving home and I decided to take a picture of the branches for a work project on September 17, 2014.
I did not use flash. This could be a bug or something but since I didn’t use flash I thought it seemed strange.
Also, I did not notice the glowing thing until I looked at the picture the next day. It might be nothing but it just seemed strange.

Australia Disc
Sydney — I was filming the moonrise on my balcony- and noticed the eastbound 737 on approach to Mascot KFS, and I did record that and the lights it emitted, typical airliner pattern, I recorded for about a minute, and went back inside as it was quite cold.
What I did notice on playback was a bright-dull orange orb that appeared at the top (12 o’clock position) at the 0.05 sec time index; I haven’t the necessary equipment to view this frame by frame but will gladly pass it on to you.

Canada Orb
Kitchener — I was waiting in a parking lot when the object caught my attention at 11:43 am, on may 23rd 2015, that at first I thought it was a foil balloon. It was flashing with alight and sometimes three as bright as weld flashes. I watched as it came across my windshield sightline to the left window. The object seemed to be “tumbling” across the sky the day was cloudless, clear and sunny. The object then stopped, still tumbling and stayed there for 2-3 minutes then it proceeded to go back in the opposite direction. I got out the vehicle to get a better view. I watched as the object quickly came back and hovered above me and this point. I grabbed my Canon 6d Camera in the vehicle. Thanks to MUFON CMS

Riviera— I was on vacation on the Crown Princess in April of 2015 taking a cruise along the Mexican Riviera. On our way back to the Port of Los Angeles I decided to take a video with audio on my cell phone to show family…I was on the deck and videoed in the middle of the ocean with NO land in sight. With my eye I saw nothing while I was videoing…it wasn’t until I reviewed my video did I see this bright Orb like shape fly out of the ocean. It shot out of the water and ascended then just disappeared. Again we were in the middle of the Pacific Ocean with nothing around us but Water! I did not see this while videoing. The video I am submitting is the original…nothing has been tampered with…I am STILL very amazed I saw nothing but the wake and the water. Veracruz, — I am a professional photographer. I was in Panamá working for a fitness portfolio on May 31, 2015. I never noticed the object until 2 days later when I reviewed the images I took, so I did not see it with my own eyes. It simply showed up in the background of one of my shots. The area I was working on is very close to the Panama Canal and close also to an ex-US Air Force base in that country. The city is called about 10 minutes away from the city of Panama. The RAW file is available for your review if you consider it interesting enough.
Poland Cylinder
I was returning home from vacation. The plane started to reduce flight on May 27, 2015. I took a few pictures by my phone because of nice clouds around. I did not see anything special. I did not notice UFO.
When I got home I started watching photos I took. Then I have noticed thin line at the picture I have sent you. When I zoomed in at the end of this line I have realized that this is something unusual. Important – attached original photo should be seen on display with pixel density at least 300.

Portugal Lights
Barceinhos — After dinner I went to the terrace of my house because my brother called me on June 7, 2015. He thought there was a rain of meteorites. I also thought there was a rain of meteorites as 50 or more objects were flying from east to west at constant speed and trajectories.
There were flashing lights and a suggested vacillation of the object. The exact trajectory surprised us. The sight of the object was lost in the clouds; yet during the sighting a phone contact was made to a person about 8 km SW which did not observe anything. There were limitations in the camera. Spain Boomerang
Antequera — All of the class were taken to see the stars around 10:40 pm, but about half of the class left ten minutes later on May 7, 2015. I stayed with the monitor and some friends explaining constellations. I looked the opposite way and noticed a boomerang with a tiny dome and four flashing yellow, blue, white and red lights. It suddenly stopped a couple times, and then continued on its path.
It disappeared into the trees and came back four more times as if it was looking for something. It also flew in circles. My friends saw it too. This object was much faster than the usual aircraft. Thanks to MUFON CMS
Switzerland Lights
Zurich — I was watching the light show at the end of the AC-DC concert at Letzigrund Stadium from the 20th floor of our building. A major lightning storm started and I grabbed my phone to take pictures of the concert. I took all the pictures in quick succession and did not see the object captured in the photos.
The object appears first as a pin point of blue/turquoise light, and then develops 2 more green lights and the 4-5 total light green lights plus the bright turquoise light in the middle with a disc-shaped outline. The object moves around and reduces to only the turquoise point of light during the lightning strikes. All photos were captured within two minutes. I have about 30 photos. Thanks to MUFON CMS
UK/England Orb
Newcastle — When I was driving up the A-1 Motorway heading north bound I noticed a plane so I took a photo of it for my son on May 26, 2015. A few days later I remembered about the photo and I viewed it and zoomed in on the plane lower right and noticed a strange object in the sky. I have shown it to a few of my friends and they have all said that it cannot be anything else and to try to fine somewhere to get it appraised. Thanks to MUFON CMS
Blindfold, Dorset, England— This crop circle found this week in England almost resembles the Old Norse art for the Viking era. The farmer has requested that people not come to visit and that is understandable.
If this was made by a UFO, or if it was manmade, the farmer doesn’t care. He lost some of his crop and that is never good.
It would be nice to have some Geiger counter readings from the field or magnetic field reading. SCW

Een aantal toeristen is erin geslaagd om een bijzondere foto te maken van een vliegend object boven het Schotse Loch Ness.
Hoewel het misschien in de lijn der verwachtingen ligt, is het niet het monster van Loch Ness wat daar door de lucht vliegt.
De foto die genomen is, hoort eigenlijk thuis in de categorie toevalstreffers. De 48-jarige Alan Betts was met zijn vrouw Anna en haar ouders op vakantie in deze contreien.
Het was zijn schoonmoeder Tatiana die de bewuste foto nam en die er als volgt uitzag.
Heel duidelijk zijn op de foto twee schotelvormige objecten te zien die over het beroemde meer in de Schotse Hooglanden vliegen.
Ook hier weer een situatie die je veel vaker hoort. Pas bij thuiskomst, toen ze de foto’s op de computer bekeken, zagen ze het vreemde object in de lucht.
De heer Betts, die als directeur van een koelbedrijf tot het nuchtere deel van de bevolking mag worden gerekend, zei dat hij normaal gesproken sceptisch is over dit soort dingen, heel erg sceptisch.
Hij heeft echter geen enkele verklaring voor de foto en weet nog wel dat op de avond dat de foto werd genomen, hun hond Yuka, heel erg van slag was. “Hij blaft nooit, behalve die avond en wij maakten nog grapjes en zeiden tegen elkaar dat hij waarschijnlijk Nessie het monster had gezien omdat hij als een gek naar de lucht blafte. Wij zagen op dat moment niets”.
As has been repeatedly reported, the slides which some have claimed shows an “alien” body (but which most believe to be the mummified remains of a Native American child unearthed at a cliff-dwelling in the late 1890s), has again been found in another old slide image within a museum display.
This time the image is apparently from a slide taken in December 1956 by Frank Hadl, a then Air Force gunner training at Luke Air Force Base:

On Wednesday, the image above began circulating online among those trying to find further confirmation on the nature and disposition of the mummified child’s remains shown in the original “Roswell ‘Alien’ Slides.” It was originally discovered by Jorge Peredo who provided it to José Antonio Caravaca.

Late Tuesday night (Central Standard Time) José Caravaca posted the cropped image to the RSRG facebook group, saying he was trying to establish the provenance and source of the image. The image was released publicly and the search for the source began.
Jaime Maussan, one of several individuals promoting the slides and claiming they depict an alien body, has offered a reward of $5,000 for another photo of the body and $10,000 for the body itself. So far, he has claimed that the photo is a fake and does not seem inclined to follow-through on paying the reward.

This case of possible mistaken identity / possible shenanigans by Roswell researchers and UFO media personalities has exacerbated the already frayed edges of DeUxFology.* Calls for further investigation of the slide promoters along with questions about these researchers continued speaking on the UFO lecture circuit have ignited a firestorm of controversy across the internet through the rapid response enabled by social media.

Evolution is something scientists have observed at several different levels in nature, and when it comes to human ancestry, they’ve been able to collect bits and pieces of the giant puzzle that is human evolution. We do know that some form of evolution (scientifically speaking) has occurred on various levels, but there are still many missing links to our evolutionary journey, and new discoveries made every year are continuing to re-write what we previously believed to be true.
It’s important to remember that there is still much we do not know, and the evolutionary tree is far from understood, let alone complete.
A New Species Discovered?
One great example is a discovery that was made just over a year ago where researchers discovered what looks to be an entirely new species of hominin that is currently unknown to modern day science. The discovery was made in a Siberian cave.
A DNA analysis of the subject’s genome detected traces of what is known as a “Denisovan,” who are considered to be the mysterious cousins of the Neanderthals. The alarming part is the fact that the genome also contains odd bits of DNA which seem to come from a completely unknown, unidentifiable group of “people.”
The genome from a Neanderthal was also analyzed from the excavation, and the results suggest that interbreeding occurred among members of multiple ancient human-like groups in Europe and Asia more than 30,000 years ago, “including an as yet unknown human ancestor from Asia.”

Again, Neanderthal and Denisovan’s are believed to have bred with anatomically modern humans, thus contributing to the genetic diversity of many people today. That being said, this new discovery suggests that our genetic diversity is far more complex, and again, includes a being (or beings) that has yet to be identified.

Who Were These People?
The question now becomes, who were these mystery people that some of our ancestors (like the Denisovans) were interbreeding with? Could they have been a similar group? Could they have been a completely separate, entirely new species?
This finding is one small example of the many mysteries and questions that remain regarding human evolution. There is also the anomaly regarding evidence found which suggests intelligent, extremely advanced (more so than we are today) ancient human civilizations might have existed in our ancient past, from millions of years ago all the way up to recent history.[3] Where does all that fit into the equation? That is, however, a completely separate topic for a separate article.
The amount we do know is but a tiny drop in an ocean, full of unknowns that have yet to be discovered, that will one day shed light on the mystery of human origin.

While a Vancouver crew for the upcoming X-Files miniseries has been busy shooting street scenes involving actors David Duchovny (Fox Mulder) and Gillian Anderson (Dana Scully), another crew has apparently been shooting night scenes in Ashcroft, an hour west of Kamloops.
The set features a flying saucer embedded in the ground.
Ashcroft, with its semi-desert terrain, may be standing in for Roswell, New Mexico, a supposed UFO crash site that is a big part of the X-Files mythology.
"Ashcroft has the Wilderness Way Resort zipline park and they are filming right on their land. The X-File crew is staying at their resort," said Smart. "It's my understanding that they are filming a whole whack of stuff at night."
The X-Files reboot, helmed by the original series creator and executive producer Chris Carter, started filming on Monday and Is set to air on FOX in 2016.
The original series was shot in Vancouver for the first five seasons of its nine-year run (1993-2002) before moving to Los Angeles in 1998.
Duchovny, Anderson and Carter did return here to shoot the 2008 theatrical release, The X-Files: I Want To Believe.

Inwoners van de Russische autonome republiek Adygea hebben een drone ingezet om een mysterieuze graancirkel te onderzoeken. Er zijn ook vreemde patronen gevonden in de buurt van Moskou.
De beelden die de drone heeft gemaakt tonen zes ringen in een weiland aan de voet van de Westelijke Kaukasus. De grootste cirkel heeft een doorsnee van 13 meter. De grootste twee cirkels bevatten bovendien een vreemde ‘krater’ van een halve meter diep.
De graancirkel werd dinsdag ontdekt door een lokale boer, die claimde dat de cirkels er de avond ervoor nog niet waren. Back in November of 1979, John Lennon was sat in a restaurant with Uri Geller in New York City, Yoko was present an conversation was focused on their unborn child, Sean. The talk of babies and parenthood came to a sudden halt when John turned to Uri and started to talk about UFO 's.
Geller, who has recalled the conversation in an article he wrote for the Telegraph, said that Lennon believed in life on other planets and also that this planet was being visited by an E.T presence. The conversation took and even weirder turn when Lennon took Uri to another table, lit his cigarette, and began to tell him an extraordinary story. Lennon gave Uri a mysterious egg, which he still has to this day, saying he believed it was a ticket to another planet. A year later, Lennon would be dead.
From Uri Gellers account, the conversation went as follows:
“You believe in this stuff, right?” he asked me. “Well, you ain’t f---in’ gonna believe this.
“About six months ago, I was asleep in my bed, with Yoko, at home, in the Dakota Building. And suddenly, I wasn’t asleep. Because there was this blazing light round the door. It was shining through the cracks and the keyhole, like someone was out there with searchlights, or the apartment was on fire. That was what I thought — intruders, or fire. I leapt out of bed, and Yoko wasn’t awake at all, she was lying there like a stone, and I pulled open the door. There were these four people out there.”

An extraordinary 95 percent of all Americans have at least heard or read something about Unidentified Flying Objects (UFOs), and 57 percent believe they are real. (1) Former US Presidents Carter and Reagan claim to have seen a UFO. UFOlogists--a neologism for UFO buffs--and private UFO organizations are found throughout the United States. Many are convinced that the US Government, and particularly CIA, are engaged in a massive conspiracy and coverup of the issue. The idea that CIA has secretly concealed its research into UFOs has been a major theme of UFO buffs since the modern UFO phenomena emerged in the late 1940s. (2)
In late 1993, after being pressured by UFOlogists for the release of additional CIA information on UFOs, (3) DCI R. James Woolsey ordered another review of all Agency files on UFOs. Using CIA records compiled from that review, this study traces CIA interest and involvement in the UFO controversy from the late 1940s to 1990. It chronologically examines the Agency's efforts to solve the mystery of UFOs, its programs that had an impact on UFO sightings, and its attempts to conceal CIA involvement in the entire UFO issue. What emerges from this examination is that, while Agency concern over UFOs was substantial until the early 1950s, CIA has since paid only limited and peripheral attention to the phenomena.
Background
The emergence in 1947 of the Cold War confrontation between the United States and the Soviet Union also saw the first wave of UFO sightings. The first report of a "flying saucer" over the United States came on 24 June 1947, when Kenneth Arnold, a private pilot and reputable businessman, while looking for a downed plane sighted nine disk-shaped objects near Mt. Rainier, Washington, traveling at an estimated speed of over 1,000 mph. Arnold's report was followed by a flood of additional sightings, including reports from military and civilian pilots and air traffic controllers all over the United States. (4) In 1948, Air Force Gen. Nathan Twining, head of the Air Technical Service Command, established Project SIGN (initially named Project SAUCER) to collect, collate, evaluate, and distribute within the government all information relating to such sightings, on the premise that UFOs might be real and of national security concern. (5)
The Technical Intelligence Division of the Air Material Command (AMC) at Wright Field (later Wright-Patterson Air Force Base) in Dayton, Ohio, assumed control of Project SIGN and began its work on 23 January 1948. Although at first fearful that the objects might be Soviet secret weapons, the Air Force soon concluded that UFOs were real but easily explained and not extraordinary. The Air Force report found that almost all sightings stemmed from one or more of three causes: mass hysteria and hallucination, hoax, or misinterpretation of known objects. Nevertheless, the report recommended continued military intelligence control over the investigation of all sightings and did not rule out the possibility of extraterrestrial phenomena. (6)
Amid mounting UFO sightings, the Air Force continued to collect and evaluate UFO data in the late 1940s under a new project, GRUDGE, which tried to alleviate public anxiety over UFOs via a public relations campaign designed to persuade the public that UFOs constituted nothing unusual or extraordinary. UFO sightings were explained as balloons, conventional aircraft, planets, meteors, optical illusions, solar reflections, or even "large hailstones." GRUDGE officials found no evidence in UFO sightings of advanced foreign weapons design or development, and they concluded that UFOs did not threaten US security. They recommended that the project be reduced in scope because the very existence of Air Force official interest encouraged people to believe in UFOs and contributed to a "war hysteria" atmosphere. On 27 December 1949, the Air Force announced the project's termination. (7)
With increased Cold War tensions, the Korean war, and continued UFO sightings, USAF Director of Intelligence Maj. Gen. Charles P. Cabell ordered a new UFO project in 1952. Project BLUE BOOK became the major Air Force effort to study the UFO phenomenon throughout the 1950s and 1960s. (8) The task of identifying and explaining UFOs continued to fall on the Air Material Command at Wright-Patterson. With a small staff, the Air Technical Intelligence Center (ATIC) tried to persuade the public that UFOs were not extraordinary. (9) Projects SIGN, GRUDGE, and BLUE BOOK set the tone for the official US Government position regarding UFOs for the next 30 years.
Early CIA Concerns, 1947-52
CIA closely monitored the Air Force effort, aware of the mounting number of sightings and increasingly concerned that UFOs might pose a potential security threat. (10) Given the distribution of the sightings, CIA officials in 1952 questioned whether they might reflect "midsummer madness.'' (11) Agency officials accepted the Air Force's conclusions about UFO reports, although they concluded that "since there is a remote possibility that they may be interplanetary aircraft, it is necessary to investigate each sighting." (12)
A massive buildup of sightings over the United States in 1952, especially in July, alarmed the Truman administration. On 19 and 20 July, radar scopes at Washington National Airport and Andrews Air Force Base tracked mysterious blips. On 27 July, the blips reappeared. The Air Force scrambled interceptor aircraft to investigate, but they found nothing. The incidents, however, caused headlines across the country. The White House wanted to know what was happening, and the Air Force quickly offered the explanation that the radar blips might be the result of "temperature inversions." Later, a Civil Aeronautics Administration investigation confirmed that such radar blips were quite common and were caused by temperature inversions. (13)
Although it had monitored UFO reports for at least three years, CIA reacted to the new rash of sightings by forming a special study group within the Office of Scientific Intelligence (OSI) and the Office of Current Intelligence (OCI) to review the situation. (14) Edward Tauss, acting chief of OSI's Weapons and Equipment Division, reported for the group that most UFO sightings could be easily explained. Nevertheless, he recommended that the Agency continue monitoring the problem, in coordination with ATIC. He also urged that CIA conceal its interest from the media and the public, "in view of their probable alarmist tendencies" to accept such interest as confirming the existence of UFOs. (15)
Upon receiving the report, Deputy Director for Intelligence (DDI) Robert Amory, Jr. assigned responsibility for the UFO investigations to OSI's Physics and Electronics Division, with A. Ray Gordon as the officer in charge. (16) Each branch in the division was to contribute to the investigation, and Gordon was to coordinate closely with ATIC. Amory, who asked the group to focus on the national security implications of UFOs, was relaying DCI Walter Bedell Smith's concerns. (17) Smith wanted to know whether or not the Air Force investigation of flying saucers was sufficiently objective and how much more money and manpower would be necessary to determine the cause of the small percentage of unexplained flying saucers. Smith believed "there was only one chance in 10,000 that the phenomenon posed a threat to the security of the country, but even that chance could not be taken." According to Smith, it was CIA's responsibility by statute to coordinate the intelligence effort required to solve the problem. Smith also wanted to know what use could be made of the UFO phenomenon in connection with US psychological warfare efforts. (18)
Led by Gordon, the CIA Study Group met with Air Force officials at Wright-Patterson and reviewed their data and findings. The Air Force claimed that 90 percent of the reported sightings were easily accounted for. The other 10 percent were characterized as "a number of incredible reports from credible observers." The Air Force rejected the theories that the sightings involved US or Soviet secret weapons development or that they involved "men from Mars"; there was no evidence to support these concepts. The Air Force briefers sought to explain these UFO reports as the misinterpretation of known objects or little understood natural phenomena. (19) Air Force and CIA officials agreed that outside knowledge of Agency interest in UFOs would make the problem more serious. (20) This concealment of CIA interest contributed greatly to later charges of a CIA conspiracy and coverup.
The CIA Study Group also searched the Soviet press for UFO reports, but found none, causing the group to conclude that the absence of reports had to have been the result of deliberate Soviet Government policy. The group also envisioned the USSR's possible use of UFOs as a psychological warfare tool. In addition, they worried that, if the US air warning system should be deliberately overloaded by UFO sightings, the Soviets might gain a surprise advantage in any nuclear attack. (21)
Because of the tense Cold War situation and increased Soviet capabilities, the CIA Study Group saw serious national security concerns in the flying saucer situation. The group believed that the Soviets could use UFO reports to touch off mass hysteria and panic in the United States. The group also believed that the Soviets might use UFO sightings to overload the US air warning system so that it could not distinguish real targets from phantom UFOs. H. Marshall Chadwell, Assistant Director of OSI, added that he considered the problem of such importance "that it should be brought to the attention of the National Security Council, in order that a communitywide coordinated effort towards it solution may be initiated." (22)
Chadwell briefed DCI Smith on the subject of UFOs in December 1952. He urged action because he was convinced that "something was going on that must have immediate attention" and that "sightings of unexplained objects at great altitudes and traveling at high speeds in the vicinity of major US defense installations are of such nature that they are not attributable to natural phenomena or known types of aerial vehicles." He drafted a memorandum from the DCI to the National Security Council (NSC) and a proposed NSC Directive establishing the investigation of UFOs as a priority project throughout the intelligence and the defense research and development community. (23) Chadwell also urged Smith to establish an external research project of top-level scientists to study the problem of UFOs. (24) After this briefing, Smith directed DDI Amory to prepare a NSC Intelligence Directive (NSCID) for submission to the NSC on the need to continue the investigation of UFOs and to coordinate such investigations with the Air Force. (25)
The Robertson Panel, 1952-53
On 4 December 1952, the Intelligence Advisory Committee (IAC) took up the issue of UFOs. (26) Amory, as acting chairman, presented DCI Smith's request to the committee that it informally discuss the subject of UFOs. Chadwell then briefly reviewed the situation and the active program of the ATIC relating to UFOs. The committee agreed that the DCI should "enlist the services of selected scientists to review and appraise the available evidence in the light of pertinent scientific theories" and draft an NSCID on the subject. (27) Maj. Gen. John A. Samford, Director of Air Force Intelligence, offered full cooperation. (28)
At the same time, Chadwell looked into British efforts in this area. He learned the British also were active in studying the UFO phenomena. An eminent British scientist, R. V. Jones, headed a standing committee created in June 1951 on flying saucers. Jones' and his committee's conclusions on UFOs were similar to those of Agency officials: the sightings were not enemy aircraft but misrepresentations of natural phenomena. The British noted, however, that during a recent air show RAF pilots and senior military officials had observed a "perfect flying saucer." Given the press response, according to the officer, Jones was having a most difficult time trying to correct public opinion regarding UFOs. The public was convinced they were real. (29)
In January 1953, Chadwell and H. P. Robertson, a noted physicist from the California Institute of Technology, put together a distinguished panel of nonmilitary scientists to study the UFO issue. It included Robertson as chairman; Samuel A. Goudsmit, a nuclear physicist from the Brookhaven National Laboratories; Luis Alvarez, a high-energy physicist; Thornton Page, the deputy director of the Johns Hopkins Operations Research Office and an expert on radar and electronics; and Lloyd Berkner, a director of the Brookhaven National Laboratories and a specialist in geophysics. (30)
The charge to the panel was to review the available evidence on UFOs and to consider the possible dangers of the phenomena to US national security. The panel met from 14 to 17 January 1953. It reviewed Air Force data on UFO case histories and, after spending 12 hours studying the phenomena, declared that reasonable explanations could be suggested for most, if not all, sightings. For example, after reviewing motion-picture film taken of a UFO sighting near Tremonton, Utah, on 2 July 1952 and one near Great Falls, Montana, on 15 August 1950, the panel concluded that the images on the Tremonton film were caused by sunlight reflecting off seagulls and that the images at Great Falls were sunlight reflecting off the surface of two Air Force interceptors. (31)
The panel concluded unanimously that there was no evidence of a direct threat to national security in the UFO sightings. Nor could the panel find any evidence that the objects sighted might be extraterrestrials. It did find that continued emphasis on UFO reporting might threaten "the orderly functioning" of the government by clogging the channels of communication with irrelevant reports and by inducing "hysterical mass behavior" harmful to constituted authority. The panel also worried that potential enemies contemplating an attack on the United States might exploit the UFO phenomena and use them to disrupt US air defenses. (32)
To meet these problems, the panel recommended that the National Security Council debunk UFO reports and institute a policy of public education to reassure the public of the lack of evidence behind UFOs. It suggested using the mass media, advertising, business clubs, schools, and even the Disney corporation to get the message across. Reporting at the height of McCarthyism, the panel also recommended that such private UFO groups as the Civilian Flying Saucer Investigators in Los Angeles and the Aerial Phenomena Research Organization in Wisconsin be monitored for subversive activities. (33)
The Robertson panel's conclusions were strikingly similar to those of the earlier Air Force project reports on SIGN and GRUDGE and to those of the CIA's own OSI Study Group. All investigative groups found that UFO reports indicated no direct threat to national security and no evidence of visits by extraterrestrials.
Following the Robertson panel findings, the Agency abandoned efforts to draft an NSCID on UFOs. (34) The Scientific Advisory Panel on UFOs (the Robertson panel) submitted its report to the IAC, the Secretary of Defense, the Director of the Federal Civil Defense Administration, and the Chairman of the National Security Resources Board. CIA officials said no further consideration of the subject appeared warranted, although they continued to monitor sightings in the interest of national security. Philip Strong and Fred Durant from OSI also briefed the Office of National Estimates on the findings. (35) CIA officials wanted knowledge of any Agency interest in the subject of flying saucers carefully restricted, noting not only that the Robertson panel report was classified but also that any mention of CIA sponsorship of the panel was forbidden. This attitude would later cause the Agency major problems relating to its credibility. (36)
The 1950s: Fading CIA Interest in UFOs
After the report of the Robertson panel, Agency officials put the entire issue of UFOs on the back burner. In May 1953, Chadwell transferred chief responsibility for keeping abreast of UFOs to OSI's Physics and Electronic Division, while the Applied Science Division continued to provide any necessary support. (37) Todos M. Odarenko, chief of the Physics and Electronics Division, did not want to take on the problem, contending that it would require too much of his division's analytic and clerical time. Given the findings of the Robertson panel, he proposed to consider the project "inactive" and to devote only one analyst part-time and a file clerk to maintain a reference file of the activities of the Air Force and other agencies on UFOs. Neither the Navy nor the Army showed much interest in UFOs, according to Odarenko. (38)
A nonbeliever in UFOs, Odarenko sought to have his division relieved of the responsibility for monitoring UFO reports. In 1955, for example, he recommended that the entire project be terminated because no new information concerning UFOs had surfaced. Besides, he argued, his division was facing a serious budget reduction and could not spare the resources. (39) Chadwell and other Agency officials, however, continued to worry about UFOs. Of special concern were overseas reports of UFO sightings and claims that German engineers held by the Soviets were developing a "flying saucer" as a future weapon of war. (40)
To most US political and military leaders, the Soviet Union by the mid-1950s had become a dangerous opponent. Soviet progress in nuclear weapons and guided missiles was particularly alarming. In the summer of 1949, the USSR had detonated an atomic bomb. In August 1953, only nine months after the United States tested a hydrogen bomb, the Soviets detonated one. In the spring of 1953, a top secret RAND Corporation study also pointed out the vulnerability of SAC bases to a surprise attack by Soviet long-range bombers. Concern over the danger of a Soviet attack on the United States continued to grow, and UFO sightings added to the uneasiness of US policymakers.
Mounting reports of UFOs over eastern Europe and Afghanistan also prompted concern that the Soviets were making rapid progress in this area. CIA officials knew that the British and Canadians were already experimenting with "flying saucers." Project Y was a Canadian-British-US developmental operation to produce a nonconventional flying-saucer-type aircraft, and Agency officials feared the Soviets were testing similar devices. (41)
Adding to the concern was a flying saucer sighting by US Senator Richard Russell and his party while traveling on a train in the USSR in October 1955. After extensive interviews of Russell and his group, however, CIA officials concluded that Russell's sighting did not support the theory that the Soviets had developed saucerlike or unconventional aircraft. Herbert Scoville, Jr., the Assistant Director of OSI, wrote that the objects observed probably were normal jet aircraft in a steep climb. (42)
Wilton E. Lexow, head of the CIA's Applied Sciences Division, was also skeptical. He questioned why the Soviets were continuing to develop conventional-type aircraft if they had a "flying saucer." (43) Scoville asked Lexow to assume responsibility for fully assessing the capabilities and limitations of nonconventional aircraft and to maintain the OSI central file on the subject of UFOs.
CIA's U-2 and OXCART as UFOs
In November 1954, CIA had entered into the world of high technology with its U-2 overhead reconnaissance project. Working with Lockheed's Advanced Development facility in Burbank, California, known as the Skunk Works, and Kelly Johnson, an eminent aeronautical engineer, the Agency by August 1955 was testing a high-altitude experimental aircraft--the U-2. It could fly at 60,000 feet; in the mid-1950s, most commercial airliners flew between 10,000 feet and 20,000 feet. Consequently, once the U-2 started test flights, commercial pilots and air traffic controllers began reporting a large increase in UFO sightings. (44) (U)
The early U-2s were silver (they were later painted black) and reflected the rays from the sun, especially at sunrise and sunset. They often appeared as fiery objects to observers below. Air Force BLUE BOOK investigators aware of the secret U-2 flights tried to explain away such sightings by linking them to natural phenomena such as ice crystals and temperature inversions. By checking with the Agency's U-2 Project Staff in Washington, BLUE BOOK investigators were able to attribute many UFO sightings to U-2 flights. They were careful, however, not to reveal the true cause of the sighting to the public.
According to later estimates from CIA officials who worked on the U-2 project and the OXCART (SR-71, or Blackbird) project, over half of all UFO reports from the late 1950s through the 1960s were accounted for by manned reconnaissance flights (namely the U-2) over the United States. (45) This led the Air Force to make misleading and deceptive statements to the public in order to allay public fears and to protect an extraordinarily sensitive national security project. While perhaps justified, this deception added fuel to the later conspiracy theories and the coverup controversy of the 1970s. The percentage of what the Air Force considered unexplained UFO sightings fell to 5.9 percent in 1955 and to 4 percent in 1956. (46)
At the same time, pressure was building for the release of the Robertson panel report on UFOs. In 1956, Edward Ruppelt, former head of the Air Force BLUE BOOK project, publicly revealed the existence of the panel. A best-selling book by UFOlogist Donald Keyhoe, a retired Marine Corps major, advocated release of all government information relating to UFOs. Civilian UFO groups such as the National Investigations Committee on Aerial Phenomena (NICAP) and the Aerial Phenomena Research Organization (APRO) immediately pushed for release of the Robertson panel report. (47) Under pressure, the Air Force approached CIA for permission to declassify and release the report. Despite such pressure, Philip Strong, Deputy Assistant Director of OSI, refused to declassify the report and declined to disclose CIA sponsorship of the panel. As an alternative, the Agency prepared a sanitized version of the report which deleted any reference to CIA and avoided mention of any psychological warfare potential in the UFO controversy. (48)
The demands, however, for more government information about UFOs did not let up. On 8 March 1958, Keyhoe, in an interview with Mike Wallace of CBS, claimed deep CIA involvement with UFOs and Agency sponsorship of the Robertson panel. This prompted a series of letters to the Agency from Keyhoe and Dr. Leon Davidson, a chemical engineer and UFOlogist. They demanded the release of the full Robertson panel report and confirmation of CIA involvement in the UFO issue. Davidson had convinced himself that the Agency, not the Air Force, carried most of the responsibility for UFO analysis and that "the activities of the US Government are responsible for the flying saucer sightings of the last decade." Indeed, because of the undisclosed U-2 and OXCART flights, Davidson was closer to the truth than he suspected. CI, nevertheless held firm to its policy of not revealing its role in UFO investigations and refused to declassify the full Robertson panel report. (49)
In a meeting with Air Force representatives to discuss how to handle future inquires such as Keyhoe's and Davidson's, Agency officials confirmed their opposition to the declassification of the full report and worried that Keyhoe had the ear of former DCI VAdm. Roscoe Hillenkoetter, who served on the board of governors of NICAP. They debated whether to have CIA General Counsel Lawrence R. Houston show Hillenkoetter the report as a possible way to defuse the situation. CIA officer Frank Chapin also hinted that Davidson might have ulterior motives, "some of them perhaps not in the best interest of this country," and suggested bringing in the FBI to investigate. (50) Although the record is unclear whether the FBI ever instituted an investigation of Davidson or Keyhoe, or whether Houston ever saw Hillenkoetter about the Robertson report, Hillenkoetter did resign from the NICAP in 1962. (51)
The Agency was also involved with Davidson and Keyhoe in two rather famous UFO cases in the 1950s, which helped contribute to a growing sense of public distrust of CIA with regard to UFOs. One focused on what was reported to have been a tape recording of a radio signal from a flying saucer; the other on reported photographs of a flying saucer. The "radio code" incident began innocently enough in 1955, when two elderly sisters in Chicago, Mildred and Marie Maier, reported in the Journal of Space Flight their experiences with UFOs, including the recording of a radio program in which an unidentified code was reportedly heard. The sisters taped the program and other ham radio operators also claimed to have heard the "space message." OSI became interested and asked the Scientific Contact Branch to obtain a copy of the recording. (52)
Field officers from the Contact Division (CD), one of whom was Dewelt Walker, made contact with the Maier sisters, who were "thrilled that the government was interested," and set up a time to meet with them. (53) In trying to secure the tape recording, the Agency officers reported that they had stumbled upon a scene from Arsenic and Old Lace. "The only thing lacking was the elderberry wine," Walker cabled Headquarters. After reviewing the sisters' scrapbook of clippings from their days on the stage, the officers secured a copy of the recording. (54) OSI analyzed the tape and found it was nothing more than Morse code from a US radio station.
The matter rested there until UFOlogist Leon Davidson talked with the Maier sisters in 1957. The sisters remembered they had talked with a Mr. Walker who said he was from the US Air Force. Davidson then wrote to a Mr. Walker, believing him to be a US Air Force Intelligence Officer from Wright-Patterson, to ask if the tape had been analyzed at ATIC. Dewelt Walker replied to Davidson that the tape had been forwarded to proper authorities for evaluation, and no information was available concerning the results. Not satisfied, and suspecting that Walker was really a CIA officer, Davidson next wrote DCI Allen Dulles demanding to learn what the coded message revealed and who Mr. Walker was. (55) The Agency, wanting to keep Walker's identity as a CIA employee secret, replied that another agency of the government had analyzed the tape in question and that Davidson would be hearing from the Air Force. (56) On 5 August, the Air Force wrote Davidson saying that Walker "was and is an Air Force Officer" and that the tape "was analyzed by another government organization." The Air Force letter confirmed that the recording contained only identifiable Morse code which came from a known US-licensed radio station. (57)
Davidson wrote Dulles again. This time he wanted to know the identity of the Morse operator and of the agency that had conducted the analysis. CIA and the Air Force were now in a quandary. The Agency had previously denied that it had actually analyzed the tape. The Air Force had also denied analyzing the tape and claimed that Walker was an Air Force officer. CIA officers, under cover, contacted Davidson in Chicago and promised to get the code translation and the identification of the transmitter, if possible. (58)
In another attempt to pacify Davidson, a CIA officer, again under cover and wearing his Air Force uniform, contacted Davidson in New York City. The CIA officer explained that there was no super agency involved and that Air Force policy was not to disclose who was doing what. While seeming to accept this argument, Davidson nevertheless pressed for disclosure of the recording message and the source. The officer agreed to see what he could do. (59) After checking with Headquarters, the CIA officer phoned Davidson to report that a thorough check had been made and, because the signal was of known US origin, the tape and the notes made at the time had been destroyed to conserve file space. (60)
Incensed over what he perceived was a runaround, Davidson told the CIA officer that "he and his agency, whichever it was, were acting like Jimmy Hoffa and the Teamster Union in destroying records which might indict them." (61) Believing that any more contact with Davidson would only encourage more speculation, the Contact Division washed its hands of the issue by reporting to the DCI and to ATIC that it would not respond to or try to contact Davidson again. (62) Thus, a minor, rather bizarre incident, handled poorly by both CIA and the Air Force, turned into a major flap that added fuel to the growing mystery surrounding UFOs and CIA's role in their investigation.
Another minor flap a few months later added to the growing questions surrounding the Agency's true role with regard to flying saucers. CIA's concern over secrecy again made matters worse. In 1958, Major Keyhoe charged that the Agency was deliberately asking eyewitnesses of UFOs not to make their sightings public. (63)
The incident stemmed from a November 1957 request from OSI to the CD to obtain from Ralph C. Mayher, a photographer for KYW-TV in Cleveland, Ohio, certain photographs he took in 1952 of an unidentified flying object. Harry Real, a CD officer, contacted Mayher and obtained copies of the photographs for analysis. On 12 December 1957, John Hazen, another CD officer, returned the five photographs of the alleged UFO to Mayher without comment. Mayher asked Hazen for the Agency's evaluation of the photos, explaining that he was trying to organize a TV program to brief the public on UFOs. He wanted to mention on the show that a US intelligence organization had viewed the photographs and thought them of interest. Although he advised Mayher not to take this approach, Hazen stated that Mayher was a US citizen and would have to make his own decision as to what to do. (64)
Keyhoe later contacted Mayher, who told him his story of CIA and the photographs. Keyhoe then asked the Agency to confirm Hazen's employment in writing, in an effort to expose CIA's role in UFO investigations. The Agency refused, despite the fact that CD field representatives were normally overt and carried credentials identifying their Agency association. DCI Dulles's aide, John S. Earman, merely sent Keyhoe a noncommittal letter noting that, because UFOs were of primary concern to the Department of the Air Force, the Agency had referred his letter to the Air Force for an appropriate response. Like the response to Davidson, the Agency reply to Keyhoe only fueled the speculation that the Agency was deeply involved in UFO sightings. Pressure for release of CIA information on UFOs continued to grow. (65)
Although CIA had a declining interest in UFO cases, it continued to monitor UFO sightings. Agency officials felt the need to keep informed on UFOs if only to alert the DCI to the more sensational UFO reports and flaps. (66)
The 1960s: Declining CIA Involvement and Mounting Controversy
In the early 1960s, Keyhoe, Davidson, and other UFOlogists maintained their assault on the Agency for release of UFO information. Davidson now claimed that CIA "was solely responsible for creating the Flying Saucer furor as a tool for cold war psychological warfare since 1951." Despite calls for Congressional hearings and the release of all materials relating to UFOs, little changed. (67)
In 1964, however, following high-level White House discussions on what to do if an alien intelligence was discovered in space and a new outbreak of UFO reports and sightings, DCI John McCone asked for an updated CIA evaluation of UFOs. Responding to McCone's request, OSI asked the CD to obtain various recent samples and reports of UFO sightings from NICAP. With Keyhoe, one of the founders, no longer active in the organization, CIA officers met with Richard H. Hall, the acting director. Hall gave the officers samples from the NICAP database on the most recent sightings. (68)
After OSI officers had reviewed the material, Donald F. Chamberlain, OSI Assistant Director, assured McCone that little had changed since the early 1950s. There was still no evidence that UFOs were a threat to the security of the United States or that they were of "foreign origin." Chamberlain told McCone that OSI still monitored UFO reports, including the official Air Force investigation, Project BLUE BOOK. (69)
At the same time that CIA was conducting this latest internal review of UFOs, public pressure forced the Air Force to establish a special ad hoc committee to review BLUE BOOK. Chaired by Dr. Brian O'Brien, a member of the Air Force Scientific Advisory Board, the panel included Carl Sagan, the famous astronomer from Cornell University. Its report offered nothing new. It declared that UFOs did not threaten the national security and that it could find "no UFO case which represented technological or scientific advances outside of a terrestrial framework." The committee did recommend that UFOs be studied intensively, with a leading university acting as a coordinator for the project, to settle the issue conclusively. (70)
The House Armed Services Committee also held brief hearings on UFOs in 1966 that produced similar results. Secretary of the Air Force Harold Brown assured the committee that most sightings were easily explained and that there was no evidence that "strangers from outer space" had been visiting Earth. He told the committee members, however, that the Air Force would keep an open mind and continue to investigate all UFO reports. (71)
Following the report of its O'Brien Committee, the House hearings on UFOs, and Dr. Robertson's disclosure on a CBS Reports program that CIA indeed had been involved in UFO analysis, the Air Force in July 1966 again approached the Agency for declassification of the entire Robertson panel report of 1953 and the full Durant report on the Robertson panel deliberations and findings. The Agency again refused to budge. Karl H. Weber, Deputy Director of OSI, wrote the Air Force that "We are most anxious that further publicity not be given to the information that the panel was sponsored by the CIA." Weber noted that there was already a sanitized version available to the public. (72) Weber's response was rather shortsighted and ill considered. It only drew more attention to the 13-year-old Robertson panel report and CIA's role in the investigation of UFOs. The science editor of The Saturday Review drew nationwide attention to the CIA's role in investigating UFOs when he published an article criticizing the "sanitized version" of the 1953 Robertson panel report and called for release of the entire document. (73)
Unknown to CIA officials, Dr. James E. McDonald, a noted atmospheric physicist from the University of Arizona, had already seen the Durant report on the Robertson panel proceedings at Wright-Patterson on 6 June 1966. When McDonald returned to Wright-Patterson on 30 June to copy the report, however, the Air Force refused to let him see it again, stating that it was a CIA classified document. Emerging as a UFO authority, McDonald publicly claimed that the CIA was behind the Air Force secrecy policies and coverup. He demanded the release of the full Robertson panel report and the Durant report. (74)
Bowing to public pressure and the recommendation of its own O'Brien Committee, the Air Force announced in August 1966 that it was seeking a contract with a leading university to undertake a program of intensive investigations of UFO sightings. The new program was designed to blunt continuing charges that the US Government had concealed what it knew about UFOs. On 7 October, the University of Colorado accepted a $325,000 contract with the Air Force for an 18-month study of flying saucers. Dr. Edward U. Condon, a physicist at Colorado and a former Director of the National Bureau of Standards, agreed to head the program. Pronouncing himself an "agnostic" on the subject of UFOs, Condon observed that he had an open mind on the question and thought that possible extraterritorial origins were "improbable but not impossible." (75) Brig. Gen. Edward Giller, USAF, and Dr. Thomas Ratchford from the Air Force Research and Development Office became the Air Force coordinators for the project.
In February 1967, Giller contacted Arthur C. Lundahl, Director of CIA's National Photographic Interpretation Center (NPIC), and proposed an informal liaison through which NPIC could provide the Condon Committee with technical advice and services in examining photographs of alleged UFOs. Lundahl and DDI R. Jack Smith approved the arrangement as a way of "preserving a window" on the new effort. They wanted the CIA and NPIC to maintain a low profile, however, and to take no part in writing any conclusions for the committee. No work done for the committee by NPIC was to be formally acknowledged. (76)
Ratchford next requested that Condon and his committee be allowed to visit NPIC to discuss the technical aspects of the problem and to view the special equipment NPIC had for photoanalysis. On 20 February 1967, Condon and four members of his committee visited NPIC. Lundahl emphasized to the group that any NPIC work to assist the committee must not be identified as CIA work. Moreover, work performed by NPIC would be strictly of a technical nature. After receiving these guidelines, the group heard a series of briefings on the services and equipment not available elsewhere that CIA had used in its analysis of some UFO photography furnished by Ratchford. Condon and his committee were impressed. (77)
Condon and the same group met again in May 1967 at NPIC to hear an analysis of UFO photographs taken at Zanesville, Ohio. The analysis debunked that sighting. The committee was again impressed with the technical work performed, and Condon remarked that for the first time a scientific analysis of a UFO would stand up to investigation. (78) The group also discussed the committee's plans to call on US citizens for additional photographs and to issue guidelines for taking useful UFO photographs. In addition, CIA officials agreed that the Condon Committee could release the full Durant report with only minor deletions.
In April 1969, Condon and his committee released their report on UFOs. The report concluded that little, if anything, had come from the study of UFOs in the past 21 years and that further extensive study of UFO sightings was unwarranted. It also recommended that the Air Force special unit, Project BLUE BOOK, be discontinued. It did not mention CIA participation in the Condon committee's investigation. (79) A special panel established by the National Academy of Sciences reviewed the Condon report and concurred with its conclusion that "no high priority in UFO investigations is warranted by data of the past two decades." It concluded its review by declaring, "On the basis of present knowledge, the least likely explanation of UFOs is the hypothesis of extraterrestrial visitations by intelligent beings." Following the recommendations of the Condon Committee and the National Academy of Sciences, the Secretary of the Air Force, Robert C. Seamans, Jr., announced on 17 December 1969 the termination of BLUE BOOK. (80)
The Condon report did not satisfy many UFOlogists, who considered it a coverup for CIA activities in UFO research. Additional sightings in the early 1970s fueled beliefs that the CIA was somehow involved in a vast conspiracy. On 7 June 1975, William Spaulding, head of a small UFO group, Ground Saucer Watch (GSW), wrote to CIA requesting a copy of the Robertson panel report and all records relating to UFOs. (81) Spaulding was convinced that the Agency was withholding major files on UFOs. Agency officials provided Spaulding with a copy of the Robertson panel report and of the Durant report. (82)
On 14 July 1975, Spaulding again wrote the Agency questioning the authenticity of the reports he had received and alleging a CIA coverup of its UFO activities. Gene Wilson, CIA's Information and Privacy Coordinator, replied in an attempt to satisfy Spaulding, "At no time prior to the formation of the Robertson Panel and subsequent to the issuance of the panel's report has CIA engaged in the study of the UFO phenomena." The Robertson panel report, according to Wilson, was "the summation of Agency interest and involvement in UFOs." Wilson also inferred that there were no additional documents in CIA's possession that related to UFOs. Wilson was ill informed. (83)
In September 1977, Spaulding and GSW, unconvinced by Wilson's response, filed a Freedom of Information Act (FOIA) lawsuit against the Agency that specifically requested all UFO documents in CIA's possession. Deluged by similar FOIA requests for Agency information on UFOs, CIA officials agreed, after much legal maneuvering, to conduct a "reasonable search" of CIA files for UFO materials. (84) Despite an Agency-wide unsympathetic attitude toward the suit, Agency officials, led by Launie Ziebell from the Office of General Counsel, conducted a thorough search for records pertaining to UFOs. Persistent, demanding, and even threatening at times, Ziebell and his group scoured the Agency. They even turned up an old UFO file under a secretary's desk. The search finally produced 355 documents totaling approximately 900 pages. On 14 December 1978, the Agency released all but 57 documents of about 100 pages to GSW. It withheld these 57 documents on national security grounds and to protect sources and methods. (85)
Although the released documents produced no smoking gun and revealed only a low-level Agency interest in the UFO phenomena after the Robertson panel report of 1953, the press treated the release in a sensational manner. The New York Times, for example, claimed that the declassified documents confirmed intensive government concern over UFOs and that the Agency was secretly involved in the surveillance of UFOs. (86) GSW then sued for the release of the withheld documents, claiming that the Agency was still holding out key information. (87) It was much like the John F. Kennedy assassination issue. No matter how much material the Agency released and no matter how dull and prosaic the information, people continued to believe in a Agency coverup and conspiracy.
DCI Stansfield Turner was so upset when he read The New York Times article that he asked his senior officers, "Are we in UFOs?" After reviewing the records, Don Wortman, Deputy Director for Administration, reported to Turner that there was "no organized Agency effort to do research in connection with UFO phenomena nor has there been an organized effort to collect intelligence on UFOs since the 1950s." Wortman assured Turner that the Agency records held only "sporadic instances of correspondence dealing with the subject," including various kinds of reports of UFO sightings. There was no Agency program to collect actively information on UFOs, and the material released to GSW had few deletions. (88) Thus assured, Turner had the General Counsel press for a summary judgment against the new lawsuit by GSW. In May 1980, the courts dismissed the lawsuit, finding that the Agency had conducted a thorough and adequate search in good faith. (89)
During the late 1970s and 1980s, the Agency continued its low-key interest in UFOs and UFO sightings. While most scientists now dismissed flying saucers reports as a quaint part of the 1950s and 1960s, some in the Agency and in the Intelligence Community shifted their interest to studying parapsychology and psychic phenomena associated with UFO sightings. CIA officials also looked at the UFO problem to determine what UFO sightings might tell them about Soviet progress in rockets and missiles and reviewed its counterintelligence aspects. Agency analysts from the Life Science Division of OSI and OSWR officially devoted a small amount of their time to issues relating to UFOs. These included counterintelligence concerns that the Soviets and the KGB were using US citizens and UFO groups to obtain information on sensitive US weapons development programs (such as the Stealth aircraft), the vulnerability of the US air-defense network to penetration by foreign missiles mimicking UFOs, and evidence of Soviet advanced technology associated with UFO sightings.
CIA also maintained Intelligence Community coordination with other agencies regarding their work in parapsychology, psychic phenomena, and "remote viewing" experiments. In general, the Agency took a conservative scientific view of these unconventional scientific issues. There was no formal or official UFO project within the Agency in the 1980s, and Agency officials purposely kept files on UFOs to a minimum to avoid creating records that might mislead the public if released. (90)
The 1980s also produced renewed charges that the Agency was still withholding documents relating to the 1947 Roswell incident, in which a flying saucer supposedly crashed in New Mexico, and the surfacing of documents which purportedly revealed the existence of a top secret US research and development intelligence operation responsible only to the President on UFOs in the late 1940s and early 1950s. UFOlogists had long argued that, following a flying saucer crash in New Mexico in 1947, the government not only recovered debris from the crashed saucer but also four or five alien bodies. According to some UFOlogists, the government clamped tight security around the project and has refused to divulge its investigation results and research ever since. (91) In September 1994, the US Air Force released a new report on the Roswell incident that concluded that the debris found in New Mexico in 1947 probably came from a once top secret balloon operation, Project MOGUL, designed to monitor the atmosphere for evidence of Soviet nuclear tests. (92)
Circa 1984, a series of documents surfaced which some UFOlogists said proved that President Truman created a top secret committee in 1947, Majestic-12, to secure the recovery of UFO wreckage from Roswell and any other UFO crash sight for scientific study and to examine any alien bodies recovered from such sites. Most if not all of these documents have proved to be fabrications. Yet the controversy persists. (93)
Like the JFK assassination conspiracy theories, the UFO issue probably will not go away soon, no matter what the Agency does or says. The belief that we are not alone in the universe is too emotionally appealing and the distrust of our government is too pervasive to make the issue amenable to traditional scientific studies of rational explanation and evidence.

There is a DIA Psychic Center and the NSA studies parapsychology, that branch of psychology that deals with the investigation of such psychic phenomena as clairvoyance, extrasensory perception, and telepathy. Dr. Larry Bland, editor of The George C. Marshall Papers, discovered that one of the so-called Majestic-12 documents was a complete fraud. It contained the exact same language as a letter from Marshall to Presidential candidate Thomas Dewey regarding the "Magic" intercepts in 1944. The dates and names had been altered and "Magic" changed to "Majic." Moreover, it was a photocopy, not an original. No original MJ-12 documents have ever surfaced. My nephew and I went fishing on the Indiana side of the Ohio River on Saturday June 8th. We were sitting on the north side of the river just east of a large power plant and factory on a dirt road running adjacent to the river. At sometime around 9 pm I noticed a bright light above the Kentucky side of the river. Jokingly, I said to my nephew that here comes a UFO and went back to fishing and didn’t give the light another thought. Earlier a plane had flown over coming from that general direction and I assumed it was another plane coming from the Owensboro area. Shortly afterward, my nephew said “what the hell is that?” He was pointing at the light which was now pulsating rapidly and moving up, then down but was hovering; then it moved from our southeast to the east over the river. The object was maybe 1 mile away when it went over the river. The object would hover and move up and down and the light would pulsate and get very bright then dim until it just either faded out or moved directly away from us rapidly and disappeared. Needless to say, we were astounded by what we had just witnessed and kept our eye on the general area where we last saw it.
Maybe five or ten minutes later the object reappeared in the same general area that we first saw it and this time it was over the tree line closer to the river than earlier. The object became very bright and intense and a beam of light came down and thru the trees. It didn’t appear to move at this time, but just hover. The object became so intensely bright that it cast a reflection on the river and you could plainly see the bright object and the beam in the reflection. This lasted maybe 1-2 minutes, then the beam stopped and the object began to move from the southeast toward the east. As the object moved it became dimmer and either moved directly away from us or just faded out of view. We stood there on the river bank amazed at what we saw and could not come up with a valid explanation of what we saw. We saw what might have been the same object but much farther away again; maybe 5 to 10 minutes later in the same area. I would estimate the total time from the first sighting to the last as at least 20 minutes.
There were a few boats on the river; both private and barges that we could see. This was also much closer to the Boonville Boat club which is a large area of river camps and I would think that we were not the only ones to see this object.

A crop circle appeared in France, on June 11, 2015 at Rauwiller ( Alsace Bossue, near Sarrebourg.) Here are the photos Laurent Mami took, and were published in the newspaper "le Républicain Lorrain".
In a few years time, it 's been the fifth crop circle around Sarrebourg in Alsace ( France). There has been Hesse, Imling, Sarralstroff and Hérange and today Rauwiller .
